Organizational Context
The International Organization for Migration (IOM), a UN-related organization established in 1951, promotes humane and orderly migration. It supports governments and migrants by saving lives, protecting people on the move, resolving displacement, and facilitating legal migration pathways. This role operates within the Democratic Republic of the Congo, under the Chief of Mission and Head of the Programme Support Unit.
Job Purpose
The Monitoring and Evaluation (M&E) Officer is responsible for supporting all facets of project, programme, and strategy M&E within the Democratic Republic of the Congo. This includes developing and implementing robust M&E systems to enhance monitoring activities, conducting thorough data collection and analysis, and producing comprehensive reports. The role aims to facilitate organizational learning, identify areas for continuous improvement, and ensure alignment with IOM's strategic objectives and donor requirements. The officer will work closely with various internal units, regional offices, and headquarters to ensure effective M&E practices across all initiatives.
Responsibilities
Develop and maintain the overall M&E framework for projects, programmes, and strategies in coordination with Programme Managers, Head of PSU, and COM. Prepare regular reviews, impact assessments, and evaluations, ensuring compliance with donor and UN requirements. Supervise M&E support staff to ensure comprehensive coverage of activities. Ensure proper utilization of IOM’s PRIMA system for monitoring and reporting. Assess and monitor project risks, updating risk registers. Collaborate with internal units, implementing partners, and the UNCT on quantitative and qualitative monitoring, aligning with IOM’s SRF, PRIMA, and IQ. Draft monitoring reports for stakeholders and coordinate with Public Information for material dissemination. Facilitate the sharing of M&E findings and ensure data is uploaded to relevant systems. Coordinate the identification of key performance indicators and design performance reports. Review and analyze monitoring reports, highlighting bottlenecks and recommending corrective actions. Participate in selecting and monitoring sub-contracted partners for surveys. Provide M&E capacity-building to IOM staff and partners. Review data availability and quality for projects. Participate in external partner activities to facilitate M&E data access. Undertake field travel to support M&E implementation. Contribute to project development, ensuring M&E resources are included in budgets. Stay updated on IOM’s M&E and RBM functions.
Work Experience
Experience in project conceptualization, development, monitoring, reporting, and evaluation. Experience in capacity building, including training design and delivery. Experience liaising with governmental and international institutions. Familiarity with financial administration. In-depth knowledge of migration-related subjects. Excellent knowledge of M&E concepts, approaches, and techniques (qualitative, quantitative, participatory). Knowledge of UN cooperation frameworks and donor programming.
Skills
Strong writing and research skills. Excellent communication and analytical skills. High degree of judgment and initiative, with the ability to work independently. Strong interpersonal and teamwork skills. Proven ability to establish and maintain effective working relationships with diverse individuals.
