Job Purpose
The Supply Chain Officer is responsible and accountable for all supply chain activities within the Country Office. The primary purpose is to ensure the efficient and timely delivery of quality goods and services to beneficiaries, adhering to Supply Chain Management (SCM) objectives and optimizing costs. This role contributes to IOM's mission by supporting operational effectiveness and humanitarian aid delivery through robust supply chain processes.
Responsibilities
Key responsibilities include contributing to strategic planning for CO supply chain activities, conducting logistics capacity assessments, and analyzing market trends. The role coordinates and monitors all SCM tasks, encompassing planning, budgeting, procurement, warehouse management, transport, distribution, fleet, assets, and facilities. This officer identifies and optimizes supply chain bottlenecks, establishes internal control mechanisms, and ensures compliance with IOM rules. Duties also involve reviewing procurement requests, managing vendors, soliciting bids, overseeing bidding processes, and preparing purchase orders. The role liaises with program management for tendering processes, ensures timely reporting, provides training and guidance to SCM staff, and actively participates in UN inter-agency meetings to collaborate on resource sharing and global initiatives.
Work Experience
Required experience includes managing diverse procurement and logistics operations. Candidates must also demonstrate experience in training and supervising teams of co-workers, as well as effectively managing vendors and suppliers.
Skills
Extensive knowledge of IOM/UN internal procurement and financial rules is essential, along with familiarity with IOM's systems and processes as they apply to procurement and logistics. An excellent level of computer literacy is required, and good knowledge of SAP is considered an advantage.
