Staff Counsellor
Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency promoting humane and orderly migration. This role operates under the IOM Coordination Office for the North Pacific, based in the Federated States of Micronesia. The Staff Counsellor reports to the Chief of Mission, receiving technical guidance from the Regional Staff Welfare Officer in Bangkok and administrative supervision from the Head of Sub-Office in Chuuk.
Job Purpose
The Staff Counsellor is responsible for implementing IOM's Mental Health Strategy across the Federated States of Micronesia (FSM), Republic of the Marshall Islands (RMI), and Republic of Palau. This involves developing comprehensive work plans that integrate preventative and care elements to support staff well-being. The role aims to foster a supportive workplace by addressing mental health needs, providing confidential counselling, and promoting a culture where staff can thrive professionally. By implementing established guidelines and conducting assessments, the Staff Counsellor contributes to the overall resilience and effectiveness of IOM personnel in challenging environments.
Responsibilities
Develop and implement country office work plans focused on staff mental health and well-being, incorporating preventative and care strategies aligned with IOM's Mental Health Strategy. Conduct workplace mental health assessments and implement appropriate interventions. Provide confidential counselling to staff and support them in developing personal well-being plans. Facilitate access to counselling and welfare services. Develop educational materials to enhance mental health awareness. Participate in and support responses to emergencies and critical incidents. Collaborate with Staff Welfare Officers and HR units to deliver mental health services. Analyze service delivery, collect data, and prepare reports to inform improvements. Contribute to training sessions for managers on creating supportive work environments. Undertake duty travel as required to support assessments and environmental evaluations.
Work Experience
Minimum of two years of practical experience as a counsellor advising staff and employers on social issues within UN/humanitarian international organizations. Experience with counselling and psychosocial interventions is required. Experience in emergency or geographically isolating contexts is a distinct advantage.
Skills
Demonstrated familiarity with the impact of working conditions on humanitarian workers' well-being. Familiarity with diversity and its implementation. Knowledge of modern technologies, such as teleservices. Excellent communication and writing skills.
