Organizational Context
IOM, a UN-related organization, leads in migration, promoting humane and orderly migration globally. This Deputy Regional Director (Management) role reports to the Regional Director and operationally to the Deputy Director General for Management and Reform. The position provides advisory and deputizing functions on management, financial, administrative, and oversight matters, guiding the Regional Office and Country Offices within the region.
Job Purpose
The Deputy Regional Director (Management) serves as a key advisor and deputy to the Regional Director, offering strategic advice and substantive support for the effective management of the Regional Office. This role is pivotal in exercising leadership and guidance across the Regional Office and its Country Offices. The incumbent is accountable for the comprehensive management and oversight of critical administrative functions, including budgetary and financial operations, human resources, supply chain management, and Information and Communications Technology (ICT). Furthermore, the role ensures robust internal controls, effective risk management, staff welfare, and overall organizational compliance. By managing these diverse areas, the Deputy Regional Director significantly contributes to the region's operational efficiency, strategic alignment, and adherence to IOM's mandate, ensuring high-quality service delivery and organizational integrity.
Responsibilities
Provide overall leadership on strategic developments in the Region, aligning with IOM's Strategic Plan, and lead resource mobilization while ensuring compliance. Coordinate with the Deputy Regional Director (Operations) on strategic objectives. Advise the Regional Director on administration, budget, finance, and personnel management. Lead the development of management objectives, liaise with partners on resource management, and review RO/CO structures and budgets. Supervise Finance, HR, Staff Welfare, ICT, Supply Chain, and Change Management. Approve project budgets, coordinate Risk Register and Business Continuity Plan, and act as Focal Point for UN Efficiency Agenda. Supervise resources management staff and track diversity/gender balance. Coordinate with HQ on institutional policies and ensure staff welfare guidance. Oversee adherence to mandatory trainings and IOM's gender, equity, and social inclusion standards. Serve as Officer in Charge during the Regional Director's absence. Provide technical supervision to RMOs, guiding CO management in resolving challenges. Oversee first-line support and training for CO staff on administrative, financial, HR, ERP, risk management, supply chain, ICT, and legal matters. Formulate and monitor internal controls to prevent fraud. Review CO Risk Registers, BCPs, and BOS, ensuring quality assurance. Support COs in preparing legal agreements. Guide COs on HR management and financial compliance. Ensure ERP functions are supported and optimal organizational structures are maintained. Coordinate staff development and provide budget support. Monitor at-risk COs and undertake duty travel as needed.
Work Experience
Fifteen years of progressively responsible professional experience in an international development context is required. This includes demonstrated experience in financial management within a large humanitarian organization, internal controls assessment, risk management, and compliance. Sound knowledge and experience in human resources management, handling complex management situations, implementing institutional reforms, and liaising with governmental, diplomatic, UN agencies, and other international institutions are also essential.
