Job Purpose
This Protection Officer role supports IOM's comprehensive Protection portfolio in Türkiye, which addresses the complex migration and displacement context. The purpose is to promote the safety, dignity, and rights of migrants, refugees, and vulnerable groups. The role specifically focuses on strengthening programme implementation through effective data management, case management systems, and reporting. It contributes to evidence-based decision-making, monitoring, and ensuring high-quality internal and external outputs across various protection interventions, including emergency case management, counter-trafficking, and child protection. The position is crucial for enhancing the systematic collection, analysis, and dissemination of protection-related data to inform strategic planning and programme effectiveness.
Responsibilities
Contribute to the planning, implementation, and monitoring of Protection programming in Türkiye, including administrative, operational, and financial aspects. Strengthen protection programming by developing standard operating procedures and case management systems. Coordinate program progress tracking, maintain databases, and manage financial tracking systems. Assist in developing, maintaining, and improving Protection Information Management (PIM) systems and data collection tools. Ensure harmonized, secure, and high-quality data collection processes across protection sub-units, adhering to data protection principles. Serve as the PIM and reporting focal point, providing technical guidance. Analyze protection case management data to identify trends and vulnerabilities, preparing dashboards and analytical reports. Coordinate the timely preparation and submission of progress reports to IOM, donors, and stakeholders. Track and report on indicators, contributing to the Protection Unit’s M&E framework. Reflect protection data and analysis in donor and inter-agency reporting. Participate in relevant coordination meetings and conduct field visits to support program implementation and data functions.
Work Experience
Experience in protection programming within humanitarian or migration contexts, including migrant protection, AVRR, counter-trafficking, child protection, or GBV. Demonstrated experience in Protection Information Management (PIM), including managing case management systems, data quality, analysis, and reporting. Experience in data analysis, visualization, and producing reports. Experience supporting program implementation and monitoring. Experience working with UN agencies, NGOs, or international organizations is desirable.
Skills
Strong knowledge of protection principles, case management processes, and standards. Strong knowledge of Protection Information Management (PIM) and case management systems (e.g., MiMOSA). Good knowledge of data protection and ethical information management. Strong analytical and reporting skills. Proficiency in data management and analysis tools (e.g., Excel, Power BI, Tableau). Strong coordination and stakeholder engagement skills. Strong organizational and planning skills. Excellent communication and drafting skills.
