Job Purpose
This role is responsible for supporting IOM's Prevention of and Response to Sexual Exploitation and Abuse and Sexual Harassment (PSEAH) efforts at the country level. The PSEAH Officer provides technical oversight and management support, adhering to a victim-centred approach. The position contributes to IOM's PSEAH strategy, which focuses on leadership, accountability, capacity development, victim assistance, and partnerships. The incumbent will also actively participate in the inter-agency PSEA Network in the Pacific, ensuring coordinated efforts in addressing PSEAH issues within the region and supporting IOM's commitment to a safe and respectful working environment for all.
Responsibilities
The PSEAH Officer will coordinate the development of an operational PSEAH Work Plan, integrating PSEAH into IOM strategies and programming, and ensuring risk mitigation. This includes contributing to the interagency PSEA Network, developing collective work plans, and supporting data collection and reporting on PSEAH efforts. Prevention activities involve conducting risk assessments, developing and delivering PSEAH training for IOM personnel and partners, and implementing communication strategies to raise awareness and promote understanding of prohibited behaviors and reporting channels. Response activities include supporting the development of victim assistance pathways, referring victims/survivors for support in line with established mechanisms, and monitoring risks for victims/survivors to ensure their safety and needs are met.
Work Experience
Requires professional experience in PSEAH, protection, child protection, gender-based violence, accountability to affected populations (AAP), or gender mainstreaming. Experience in managing related cases, strong coordination within the UN system and with interagency partners, and developing/facilitating trainings is essential. Experience in risk assessments, proposal development, and mainstreaming PSEAH is also required.
Skills
Demonstrated ability to work across sectors on cross-cutting themes. Strong written and oral communication skills for representation and liaison. Ability to organize work independently, prioritize under pressure, and coordinate multiple tasks. Capacity to work with affected individuals with empathy and a victim-centred approach. Knowledge of IOM's PSEAH institutional approach and ability to maintain strict confidentiality are crucial. Previous work in the Pacific is an advantage.
