Job Purpose
The Monitoring, Evaluation and Reporting Officer (P-2) in the Central African Republic (CAR) is responsible for supporting the monitoring, evaluation, reporting, accountability, and information management functions for the community stabilization portfolio. This role is crucial for ensuring the effective implementation and oversight of stabilization activities, which include improving infrastructure, essential services, and promoting social cohesion in recovering communities. The officer will work under the Chief of Mission and the Programme Manager (Community Stabilization), contributing to the achievement of IOM CAR's objectives in coordination with the Government of Central African Republic and other stakeholders. The position aims to provide timely and accurate data and analysis to guide program adjustments and demonstrate impact.
Responsibilities
Develop and maintain comprehensive monitoring, evaluation, and reporting frameworks, tools, and indicators aligned with donor requirements and IOM standards. Support the monitoring of program implementation against work plans, budgets, and timelines, identifying and addressing implementation gaps and risks. Coordinate data collection, verification, consolidation, and analysis from various sources, including field teams and partners. Maintain program databases, monitoring systems, and dashboards for operational oversight. Prepare regular program updates, situation reports, donor reports, and other communication products. Ensure all reporting is accurate, timely, evidence-based, and compliant with requirements. Develop and implement monitoring plans, field schedules, and accountability mechanisms. Conduct field visits to monitor progress, verify results, and assess program quality. Collaborate with Programme Managers and other units for coherence in monitoring and reporting processes. Contribute to donor visibility by preparing success stories and beneficiary profiles. Document lessons learned and best practices. Design and deliver capacity-building sessions on monitoring and reporting for staff and partners. Contribute to program design and proposal development by drafting concept notes and formulating monitoring frameworks.
Work Experience
Experience in coordinating program units and establishing working relations with government counterparts and UN agencies. Experience in migration or development, particularly in post-conflict or hardship locations. Experience in project design is also required.
Skills
Expertise in community stabilization, violence reduction, preventing violent extremism, local peacebuilding, or social cohesion. Outstanding verbal and written communication skills. Proven abilities in implementation and resource management (budgets, HR, procurement) for large-scale programming. Thorough understanding of donor processes and regulations. Knowledge of financial rules and regulations.
