Monitoring, Evaluation, Accountability And Learning (meal) Officer
Organizational Context
The International Organization for Migration (IOM) has been active in the Central African Republic (CAR) since 2006, addressing migration, humanitarian, and development challenges exacerbated by conflict. IOM CAR implements a multi-sectoral response including humanitarian aid, displacement tracking, migration governance support, community stabilization, and reintegration. The MEAL Officer role supports the Chief of Mission and Project Support Officer in strengthening country-level MEAL processes across all IOM CAR interventions.
Job Purpose
The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer will support the development, coordination, and strengthening of country-level MEAL processes and practices across IOM CAR’s interventions. This role is crucial for ensuring coherent results-based management approaches throughout the mission. The officer will work closely with various internal teams, including program reporting, risk and compliance, and program managers, as well as with the Regional Office and Headquarters. The purpose is to enhance the effectiveness and accountability of IOM's programs by ensuring robust monitoring, evaluation, and learning systems are in place, contributing to better decision-making and improved outcomes for beneficiaries.
Responsibilities
Coordinate the mission's MEAL framework and tools, ensuring alignment with IOM standards and donor requirements. Support the readiness of M&E systems for institutional and UN-system reporting, utilizing IOM's Strategic Results Framework indicators. Develop and maintain indicator tracking and monitoring plans. Consolidate and analyze quantitative and qualitative data across programs, ensuring data quality through routine checks and recommending corrective actions. Ensure compliance with data protection and confidentiality requirements. Coordinate the integration of Accountability to Affected Populations (AAP) approaches, including feedback and complaints mechanisms. Provide timely M&E inputs for donor and internal reporting. Analyze monitoring findings to provide summaries of trends, issues, lessons learned, and recommendations for adaptive management. Coordinate evaluations, reviews, and learning exercises. Provide technical guidance and coaching to staff and partners on M&E tools and results-based management.
Work Experience
Requires strong technical experience in designing or coordinating MEAL frameworks, methodologies, and tools within the international development or humanitarian sector. Proven experience in results-based reporting, data management, and analysis in humanitarian or development contexts is essential. Experience coordinating M&E for multi-sectoral programs (migration, humanitarian, recovery, reintegration) is needed. Experience with IOM corporate systems and digital data collection tools is advantageous, as is prior work in complex humanitarian or transition contexts.
Skills
Strong knowledge of M&E approaches, including quantitative and qualitative data collection and analysis. Good understanding of accountability to affected populations, feedback mechanisms, and data protection. Familiarity with results-based management and indicator tracking. Strong analytical, writing, and presentation skills. Ability to consolidate information and present findings clearly. Proficiency in Excel, Kobo Toolbox or similar data collection tools, and relevant database applications. Ability to work effectively in a multicultural environment and supervise staff.
