Field Security Support Officer
Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on promoting humane and orderly migration. The IOM Country Office in the Federated States of Micronesia (FSM) is supporting post-typhoon recovery efforts. The Office of Staff Security (OSS) manages safety and security policies. This role, under the Chief of Mission, is responsible for all security and safety matters concerning IOM personnel and property across FSM, the Republic of the Marshall Islands (RMI), and the Republic of Palau.
Job Purpose
The Field Security Support Officer's primary purpose is to ensure the safety and security of IOM personnel, premises, assets, and operational activities within the Federated States of Micronesia (FSM), Republic of the Marshall Islands (RMI), and the Republic of Palau. This involves implementing and managing appropriate safety and security procedures to effectively address potential threats and risks. The role contributes to the safe and effective implementation of IOM programs and activities by providing leadership on safety and security policy management and operational support. The officer will conduct security assessments, develop and test security plans, and coordinate travel security requirements, all under the direct supervision of the Chief of Mission, enabling IOM to operate securely in a challenging environment, particularly in the context of post-typhoon recovery efforts.
Responsibilities
Establish and maintain strong working relationships with security officials from other UN agencies, government counterparts, and partner security services to gather relevant security information. Provide accurate security situation assessments for the region, focusing on staff safety in project implementation and recommending threat mitigation strategies. Develop, implement, and regularly test a functional warden system using multiple communication methods. Support the development and delivery of security training activities and coordinate staff participation. Provide safety and security briefings for IOM staff and manage all travel security requirements, including transport network assessments and medical evacuations. Monitor compliance with UN Security Risk Management Measures (SRMM) and Residential Security Measures (RSM), actively participating in Security Management Team meetings and advising on IOM-specific operational needs. Conduct security risk assessments for areas of IOM operation and support the updating and testing of the Crisis Management and Business Continuity Plan. Develop, implement, and test IOM-specific security plans and documents, ensuring appropriate security levels for personnel. Monitor deployment numbers and ensure security clearance procedures are applied. Test emergency communication systems and report security incidents promptly, conducting preliminary inquiries as needed.
Work Experience
Requires relevant professional experience in security management or security risk management, with at least one year of field experience within the UN Security Management System. Experience in planning and executing security plans, procedures, and measures is essential. Experience dealing with law enforcement agencies is advantageous. Experience in maritime safety training and previous work in the Pacific region are distinct advantages.
Skills
Successful completion of the UN Security Certification Programme (SCP) is required. Hostage Incident Management (HIM) Training and UN-certified Training of Trainers are desirable. Proven ability to collaborate with senior government security counterparts and stakeholders. Ability to maintain rational behavior and decision-making under pressure. Strong communication and writing skills with analytical capabilities to identify and convey solutions. General analytical skills.
