Organizational Context

Job Purpose
The Chief of Mission (CoM) is responsible and accountable for all IOM activities within a country, operating under the guidance of the Director General and direct supervision of the Regional Director. The CoM provides essential policy, administrative, program, and financial support to the Country Office. In program countries, the CoM also collaborates with the Resident Coordinator, contributing to UN Sustainable Development Cooperation Framework objectives and the UN development system's collective results towards the 2030 Agenda. This role is pivotal in ensuring IOM's strategic direction and operational effectiveness at the national level, aligning with global migration goals and frameworks.
Responsibilities
The Chief of Mission is responsible for strategic country program development, including planning, project development, and resource mobilization through diverse partnerships. They will lead and direct programs in line with IOM's Strategic Vision and the UNSDCF, ensuring effective results reporting and knowledge management. The CoM will advise on national policy and migration trends, advocate for appropriate migration management policies, and promote risk management. Oversight and accountability for country programs involve monitoring project implementation, ensuring high performance, and reporting progress to relevant stakeholders. Engagement within the UN system includes active participation in the UN Country Team, pursuing joint programming, and contributing to inter-agency planning and strategies. Resource management encompasses directing operational, human resources, administrative, budgetary, and financial activities, ensuring internal controls and timely reporting. The role also involves facilitating knowledge generation, managing country office products, and representing IOM externally through strategic partnerships and public relations activities.
Work Experience
Extensive experience is required in general management, project and resource management, diplomacy, fundraising, and public relations. Significant experience in liaising with governmental and diplomatic authorities, international institutions, and in delivering large, diverse programs in complex settings, covering both emergency and development programming in migration, is essential.
Skills
Excellent communication, liaison, and negotiation skills. In-depth knowledge of migration-related subjects. Familiarity with UN and bilateral donor programming, and Monitoring and Evaluation frameworks. Effective resource management, financial administration, and management principles. Ability to deliver during crisis response. Demonstrated computer literacy.
