Organizational Context
Established in 1951, IOM is a UN-related organization dedicated to promoting humane and orderly migration. As the leading UN agency in migration, it collaborates with governmental, intergovernmental, and non-governmental partners. The Chief of Mission (CoM) oversees IOM's country office activities, reporting to the Sub-Regional Director and collaborating with Headquarters. In program countries, the CoM also reports to the Resident Coordinator on UNSDCF objectives.
Job Purpose
The Chief of Mission (CoM) is accountable for all IOM activities within a country, providing comprehensive policy, administrative, program, and financial support to the Country Office. This role involves strategic planning, results-oriented operations, and project development in alignment with IOM's global strategy and national priorities. The CoM spearheads resource mobilization, advocates for effective migration policies, and ensures IOM's active participation in national and international migration dialogues. A key aspect is contributing to the UN Sustainable Development Cooperation Framework (UNSDCF) and coordinating IOM's efforts with the UN Country Team to achieve the 2030 Agenda, while also managing risks and promoting knowledge sharing.
Responsibilities
The Chief of Mission (CoM) is responsible for strategic country program development, including planning, project development, and resource mobilization from diverse donors. They direct and lead programs aligned with IOM's vision and the UNSDCF, ensuring effective implementation and reporting. The CoM oversees country program activities, monitors project performance, and evaluates operational effectiveness. They actively engage in UN inter-agency coordination, participating in the UN Country Team (UNCT) and pursuing joint programming opportunities. Resource management encompasses directing operational, human resources, administrative, budgetary, and financial activities, ensuring internal controls and accurate reporting. The role also involves facilitating knowledge management, developing strategic partnerships with various stakeholders, and representing IOM at national and international forums. Additionally, the CoM ensures safety and security management, leads the PSEA/SH strategy, and performs other assigned duties.
Work Experience
Extensive experience is required in general management, project and resource management, diplomacy, fundraising, and public relations. Significant experience in liaising with governmental and diplomatic authorities, international institutions, and in delivering large, diverse programs in complex settings, covering both emergency and development migration programming, is also essential.
Skills
Excellent communication, liaison, and negotiation skills. In-depth knowledge of migration-related subjects. Familiarity with UN and bilateral donor programming, and Monitoring and Evaluation frameworks. Effective resource management, financial administration, and management principles. Ability to deliver during crisis response. Good computer literacy.
