The Finance and Budget Officer role supports the Regional Office in Vienna and its country offices, operating under the supervision of the Regional Financial Comptroller Officer and Regional Finance and Budget Officer.
Job Purpose
The Finance and Budget Officer is responsible for supporting and coordinating the budgetary and financial functions for IOM's Regional Office in Vienna and its associated Country Offices. This role involves close collaboration with Headquarters and the Global Shared Services Centre to ensure effective financial management and oversight. The officer will monitor expenditures, ensure compliance with IOM policies and donor requirements, and provide technical support to program managers throughout the project lifecycle. Key contributions include maintaining accurate financial records, preparing timely financial reports, and supporting audits to uphold financial integrity and accountability across the region.
Responsibilities
Provide financial management support for the Regional Office and Country Offices, including expenditure monitoring and accountability oversight. Conduct preliminary financial analysis of programs and projects, monitor budget controls, and ensure effective internal controls and financial systems. Offer technical assistance to program managers for compliance with IOM policies and donor stipulations. Ensure accurate data entry into the ERP system and maintain financial records. Assist in reviewing monthly accounting closures and payroll allocations. Coordinate and prepare financial reports for programs and projects. Liaise with Headquarters and Administrative Centres on financial matters and provide input for financial status reports. Assist in cash flow forecasting and daily fund control. Recommend procedural improvements and contribute to staff training in finance and budget compliance. Support financial audits and perform other assigned duties.
Work Experience
Experience in accounting, financial management, and reporting is required. Experience in preparing financial and management reports, working with international institutions, and conducting internal control assessments or audits is also necessary. Previous work experience within the region is considered an advantage.
Skills
Knowledge of IPSAS and IOM/UN accounting systems is advantageous. Advanced proficiency in cloud analytics, business intelligence, and data visualization tools (Power BI, FDI) is required. Familiarity with AI tools, digital innovation, financial oversight, and public administration is needed. Strong MS Office skills and general computer literacy are essential.
