This Finance Officer role supports the North Pacific Mission, operating under the Chief of Mission and Head of Resource Management, with collaboration from the Regional Office and Headquarters.
Job Purpose
The Finance Officer is responsible for supporting and coordinating the budgetary and financial functions of the North Pacific Mission. This involves overseeing financial expenditure, ensuring accountability, and maintaining compliance with IOM's policies and procedures. The role contributes to the effective financial management of all country office activities, supporting programme managers throughout the project cycle and ensuring accurate financial reporting and internal controls. The position also involves supervising finance unit staff and contributing to capacity building in finance and accounting.
Responsibilities
Provide financial management support for all country office activities, including expenditure oversight and accountability. Monitor budget control processes and ensure effective internal controls and financial system functioning. Offer technical support to Programme/Project Managers for compliance with IOM and donor requirements. Ensure accurate data entry into the ERP system and maintain financial records. Assist in monthly accounting closure and annual budget preparation. Inspect payroll allocation against project budgets. Coordinate and prepare programme/project financial reports. Liaise with HQ, Administrative Centres, and Regional Office on financial matters. Supervise Finance Unit staff and assist in administrative management functions. Forecast cash flows and manage daily fund control. Recommend procedural improvements and support staff training in finance and compliance. Assist in financial audits and perform other assigned duties.
Work Experience
Experience in accounting, financial management, and reporting. Proven ability to prepare clear financial and management reports. Experience working with international institutions. Familiarity with internal control assessment or audits. Previous experience in the region or in emergency operations is advantageous.
Skills
Knowledge of International Public Sector Accounting Standards (IPSAS). Familiarity with IOM/UN accounting systems and procedures is advantageous. Knowledge of MS Office and good computer literacy are required. Familiarity with financial oversight and public administration is an advantage.
