Job Purpose
This Human Resources Officer position is crucial for the effective functioning of the North Pacific Mission. The role involves coordinating all Human Resources (HR) functions, ensuring compliance with IOM's HR rules, regulations, policies, and procedures. The incumbent will work under the supervision of the Chief of Mission and the Head of Resource Management, in close collaboration with the Regional Office and the Department of Human Resources. The purpose is to support the mission's operational needs by managing HR services, facilitating recruitment, administering HR policies, and ensuring the well-being and compliance of staff, thereby contributing to the overall efficiency and effectiveness of IOM's operations in the region.
Responsibilities
The Human Resources Officer will manage and monitor HR services within the Country Office, ensuring adherence to organizational standards and project activities. Key duties include maintaining personnel files, managing the HR and Training database, and ensuring staff compliance with security briefings. The role involves administering the HR module for local staff, including monitoring contractual status and entitlements, and coordinating accurate and timely monthly payroll. Additionally, the officer will advise on benefits and entitlements for international staff, oversee visa and residence permit renewals, and coordinate recruitment processes to fill staff and non-staff vacancies efficiently. The position also requires ensuring new staff are properly onboarded, facilitating the performance management system, and organizing staff development and training activities. Monitoring and reporting on HR matters, implementing audit recommendations, and preparing special reports are also integral parts of the role.
Work Experience
Required experience includes a high level of computer literacy with HR IT systems, and experience in developing training modules and delivering training sessions. Previous work experience in an international organization and familiarity with the UN common system are considered advantageous.
Skills
Demonstrated writing skills, good knowledge of IOM/UN HR and financial policies, excellent organization skills, analytical and creative thinking, and the ability to prepare clear and concise reports.
