Supply Chain Officer
Organizational Context
The International Organization for Migration (IOM) has been active in the Central African Republic (CAR) since 2006, addressing migration, humanitarian, and development challenges exacerbated by conflict and instability. IOM CAR is expanding its operations with a multi-sectoral response, including humanitarian aid, displacement tracking, migration governance support, community stabilization, and reintegration programs. This role supports these efforts.
Job Purpose
The Supply Chain Officer is responsible for managing and coordinating all supply chain activities within the Country Office (CO) to ensure the timely and cost-effective delivery of quality goods and services to beneficiaries. This involves strategic planning, procurement, logistics, warehouse management, transport, fleet, and asset management. The role collaborates with internal and external stakeholders, regional offices, and headquarters to align supply chain operations with IOM's objectives and humanitarian mandate in CAR. The officer ensures compliance with IOM/UN rules and regulations, contributes to capacity building of staff, and supports the overall mission of providing essential aid and services.
Responsibilities
Contribute to strategic supply chain planning in collaboration with stakeholders and HQ. Conduct logistics capacity assessments and market research to inform decision-making on local market trends. Coordinate and monitor all supply chain tasks, including planning, budgeting, scheduling, and provision of goods/services, preparing progress reports. Manage supply chain activities such as procurement, warehousing, transport, distribution, fleet, assets, and facilities. Provide support, guidance, and training to staff on relevant policies and regulations. Ensure timely submission of reports to relevant departments. Establish and manage internal controls to safeguard assets and prevent fraud. Support facility maintenance and agreements. Train and develop SCM staff. Participate in UN inter-agency meetings and collaborate on shared goals and initiatives.
Work Experience
Experience in managing diverse procurement and logistics operations. Demonstrated experience in training and supervising teams, and managing vendors and suppliers.
Skills
Extensive knowledge of IOM/UN procurement and financial rules, systems, and processes. Excellent computer literacy. SAP knowledge is an advantage. Fluency in English and French (oral and written) is required.
