Finance Officer

The Finance Officer role is based in Kinshasa, Democratic Republic of the Congo, supporting the Country Office's budgetary and financial functions under the supervision of the Chief of Mission or Head of Office.
Job Purpose
The Finance Officer is responsible for supporting and coordinating the budgetary and financial functions of the IOM Country Office in Kinshasa, Democratic Republic of the Congo. This role involves close collaboration with the Regional Office and Headquarters' Department of Financial and Administrative Management. The Finance Officer ensures the effective financial management of all activities, including monitoring expenditure, overseeing budget control, and maintaining accurate financial records. The position contributes to the overall operational efficiency and compliance of the Country Office by providing essential financial support and technical guidance throughout the project cycle, ensuring adherence to IOM policies, procedures, and donor requirements.
Responsibilities
The Finance Officer will provide comprehensive financial support, including monitoring and overseeing financial expenditure and accountability for all Country Office activities. Key duties involve undertaking preliminary financial analysis of programmes/projects, monitoring budget control processes, and ensuring effective internal controls. The role includes providing technical support to Programme/Project Managers for compliance with IOM and donor requirements, and ensuring accurate data entry into the ERP system. Responsibilities also encompass assisting with monthly accounting closures, preparing annual and project budgets, and inspecting payroll allocations against budgets. The Finance Officer will coordinate and prepare financial reports, liaise with relevant IOM units, and supervise Finance Unit staff. Additionally, the role involves assisting with cash flow forecasting, verifying fund receipts, recommending procedural improvements, and supporting financial audits.
Work Experience
Required experience includes accounting, financial management, and reporting, along with preparing clear financial and management reports. Experience working with international institutions and in internal control assessment or audits is necessary. Previous experience in the region or in emergency operations is considered an advantage.
Skills
Required skills include knowledge of International Public Sector Accounting Standards (IPSAS) and proficiency in MS Office products with good computer literacy. Knowledge of the IOM/UN accounting system and familiarity with financial oversight and public administration are advantageous.
