Job Purpose
The Finance Officer, under the supervision of the Chief of Mission and Head of Resources Management, will support and coordinate the budgetary and financial functions for IOM's Country Office (CO) and Special Liaison Office (SLO) in Ethiopia. This role is crucial for ensuring effective financial management, compliance with IOM policies and donor requirements, and accurate financial reporting. The position contributes to the overall operational efficiency and accountability of IOM's mission in Ethiopia by providing essential financial oversight and support to programme managers and administrative functions.
Responsibilities
The Finance Officer will provide comprehensive financial support, including monitoring and overseeing financial management for all activities within the Country Office (CO) and Special Liaison Office (SLO), ensuring expenditure oversight and accountability. Key duties involve preliminary financial analysis of programmes/projects, monitoring budget control processes, and ensuring compliance with IOM policies and donor requirements. The role includes accurate data entry into the ERP system, maintaining financial records, and assisting in monthly accounting closures and annual budget preparation. Responsibilities also extend to inspecting payroll against budgets, coordinating financial reports, liaising with HQ and Regional Offices, and supervising Finance Unit staff. Additionally, the officer will assist in cash flow forecasting, fund disbursement control, and recommending procedural improvements, while also supporting financial audits and risk management.
Work Experience
Required experience includes accounting, financial management, and reporting; preparing financial and management reports; working with international institutions; and internal control assessment or audit. Previous experience in the region or in emergency operations is considered an advantage.
Skills
Knowledge of International Public Sector Accounting Standards (IPSAS). Familiarity with IOM/UN accounting systems, software, and procedures is advantageous. Proficiency in MS Office and good computer literacy is required. Familiarity with financial oversight and public administration is also beneficial.
