Job Purpose
The Programme Support Officer provides essential programmatic and analytical support to the Planning and Coordination Unit (PCU) within IOM's Department of Humanitarian Response and Recovery (DHRR). This role is crucial for ensuring that DHRR's work and activities are implemented in strict accordance with organizational standards, donor requirements, and departmental priorities. By fostering institutional collaboration, enhancing coordination, and supporting integrated planning and policy alignment, the officer contributes to the Department's strategic direction and coherence. This position strengthens IOM's capacity to advance its mandate in crisis response and recovery, ensuring effective and compliant humanitarian operations.
Responsibilities
The Programme Support Officer will maintain an up-to-date understanding of IOM's crisis response contexts, humanitarian policies, and operations. Key duties include monitoring and analyzing IOM's performance against global humanitarian policy commitments, ensuring accurate reporting, and supporting follow-up actions. The role involves supporting the development and updating of IOM humanitarian policies through research and consolidation of inputs. Additionally, the officer will provide technical and procedural guidance to Regional and Country Offices on strategic planning, programme development, and resource mobilization, ensuring alignment with IOM standards. Capacity-building on IOM tools, supporting information management and data extraction, and contributing to internal and institutional reporting efforts are also core responsibilities. During emergencies, the officer will support HQ-led scale-up operations by convening forums and managing communications.
Work Experience
Required experience includes demonstrated knowledge of global humanitarian policy frameworks and contributing to policy development or reporting. Experience in the international humanitarian field, providing guidance on programme development and strategic planning to field offices, and drafting humanitarian strategic documents is necessary. Familiarity with project management information systems like PRIMA and experience in emergency response settings are also valuable.
Skills
Proficiency in computer literacy, including database applications and project information management systems (PRIMA). Strong oral and written communication skills. Ability to prioritize tasks and multitask effectively, balancing routine reporting with on-demand requests. Experience with institutional and donor reporting, including familiarity with frameworks like IATI and SRF.
