Job Purpose
The Monitoring and Evaluation Officer (Programmes) is responsible for overseeing the monitoring and evaluation aspects of regional programs and activities. This includes ensuring effective data collection, analysis, and reporting to inform project progress and improvements. The role directly supports the Regional Monitoring and Evaluation Officer and works in close coordination with country offices and program units. The purpose is to enhance the effectiveness and accountability of migration-related programs, contributing to IOM's mission of promoting orderly migration and supporting migrants.
Responsibilities
Develop and implement standardized Monitoring and Evaluation (M&E) frameworks, plans, and tools, ensuring alignment with IOM and donor requirements, including the use of PRIMA and SRF. Support the implementation of baseline assessments, mid-term reviews, and final evaluations, coordinating processes and developing Terms of Reference. Assist project teams in drafting and monitoring management responses to evaluation recommendations. Document M&E trends, activities, and lessons learned, facilitating knowledge sharing and integration into Accountability to Affected Population (AAP) mechanisms. Conduct regular field visits to support M&E implementation, identify areas for improvement, and ensure data accessibility. Review country office progress reports, identify bottlenecks, and recommend corrective actions. Facilitate information flow between country offices, project governance teams, and regional offices, and support the dissemination of good practices and findings through public information materials.
Work Experience
Requires operational and field experience in coordination, project management, and monitoring and evaluation of migration-related projects. Demonstrated experience in liaising with governmental authorities, UN agencies, and NGOs is essential. Experience working in the North African region is considered an asset.
Skills
Proficiency in monitoring and evaluation concepts, approaches, and techniques (qualitative, quantitative, participatory, evaluative). Knowledge of migration issues and conditions of migrants. Familiarity with UN cooperation frameworks and donor requirements. Strong organizational, coordination, research, and communication skills. Ability to prepare clear reports and work independently. Excellent interpersonal and teamwork skills. Fluency in English is required; working knowledge of Arabic or French is advantageous.
