This role is situated within the Sub-Regional Office of South Africa in Pretoria, supporting its administrative functions.
Job Purpose
The Resources Management Officer is responsible for supporting, monitoring, and coordinating key administrative functions within the IOM Sub-Regional Office in South Africa. This includes oversight of budgetary, financial, and Human Resources operations, ensuring compliance with IOM regulations and procedures. The role also involves providing essential administrative support to staff, contributing to the efficient and effective delivery of IOM's mandate. The officer works under the direct supervision of the Senior Resources Management Officer and in close coordination with various regional and headquarters departments, ensuring seamless operational support.
Responsibilities
Key responsibilities include monitoring and overseeing financial management, including expenditure review and accountability, and facilitating treasury functions by forecasting cash flows and validating fund disbursements. The role involves preparing financial reviews, analyzing budget variances, and preventing project deficits. It also includes assisting with annual budget preparation, strengthening internal controls to safeguard assets, and reviewing payroll against budgets. The officer will draft donor financial reports, recommend improvements to systems and procedures, and assist in managing Human Resources functions, including recruitment and personnel administration. Additionally, responsibilities cover oversight of supply chain services, contracts, fleet management, and premises maintenance, as well as participating in UN operational meetings.
Work Experience
Required experience includes financial administration (management, accounting, budgeting), human resources, procurement, and logistics. Experience with an Enterprise Resource Planning system is also required. Experience in emergency operations, monitoring and evaluation, or audit is considered an advantage.
Skills
Key skills include the ability to work with government and international officials, act independently with sound judgment, and perform under pressure. Demonstrated ability to prepare clear and concise reports is essential. Knowledge of International Public Sector Accounting Standards (IPSAS) and Oracle is desirable.
