Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on promoting humane and orderly migration. With a global presence, IOM is committed to combating sexual exploitation, abuse, and harassment (SEA&SH) by staff, personnel, and partners. This role supports the implementation and coordination of IOM's prevention and response activities to SEA&SH within the country.
Job Purpose
The Safeguarding Officer (PSEAH) plays a crucial role in supporting and coordinating IOM's efforts to prevent and respond to sexual exploitation, abuse, and sexual harassment (PSEAH) within the country. As the in-country technical focal point, the incumbent will implement PSEAH activities, contribute to programming, and actively participate in the inter-agency PSEAH Network. This position is vital for embedding PSEAH principles into IOM's operations, ensuring accountability, and fostering a safe working environment, aligning with IOM's strategic approach to PSEAH and contributing to the broader humanitarian community's efforts.
Responsibilities
The Safeguarding Officer will coordinate PSEAH efforts by supporting the development and implementation of work plans, integrating PSEAH into IOM's strategy and programming, and actively participating in inter-agency PSEAH networks. Responsibilities include ensuring PSEAH mechanisms align with IOM's strategy, mitigating SEA&SH risks in programming and HR practices, and disseminating key PSEAH messages. Prevention duties involve supporting SEA&SH risk assessments, developing and delivering PSEAH trainings for staff and partners, tracking training compliance, and implementing communication strategies to raise awareness and inform communities about prohibited behaviors and reporting mechanisms. Response functions include supporting PSEAH proposal development, mainstreaming PSEAH in programming, coordinating referrals for victim assistance, and strengthening victim services.
Work Experience
Required experience includes work in protection against sexual exploitation, abuse, and harassment (PSEAH), child protection, gender-based violence, accountability to affected populations, and gender mainstreaming. Strong coordination experience within the UN system and with interagency partners is essential. Experience in developing and facilitating PSEAH trainings, conducting risk assessments, and policy/proposal development is also necessary.
Skills
Key skills include strong written and oral communication, effective representation and liaison abilities, and the capacity to organize work independently under pressure. Proficiency in managing multiple tasks, maintaining attention to detail, and coordinating with diverse stakeholders is crucial. Knowledge of IOM's PSEAH approach, the UN system, and mainstreaming best practices is required, along with the ability to maintain strict confidentiality.
