Job Purpose
The JPO Programme Officer (Returns) supports the planning, coordination, and operational setup of voluntary return movements for Syrian nationals. This involves establishing operational infrastructure, organizing safe transportation, implementing protection-sensitive approaches, and liaising with stakeholders to ensure a seamless return process. The role contributes to IOM's mandate of facilitating orderly migration by providing essential services and advice to governments and migrants, ensuring safe and dignified returns.
Responsibilities
Key responsibilities include supporting the overall implementation of the Assisted Voluntary Return and Reintegration (AVRR) programme in Syria, ensuring compliance with IOM policies and donor requirements. This involves assisting with planning, preparation, and adjustment of AVRR activities, coordinating return and reintegration activities in Countries of Origin, and liaising with IOM Country Offices. The role requires monitoring staff and partners, maintaining collaboration with stakeholders, and drafting project reports. Additionally, the officer will contribute to project development, support training workshops, promote best practices, manage information, and act as a focal point for other movement operations. Monitoring and evaluation, reviewing reintegration guidelines, and participating in coordination forums are also key duties.
Work Experience
Required experience includes working in complex humanitarian operations, managing timelines, living and working in conflict environments, liaising with governmental and international institutions, and experience in resettlement and movements management.
Skills
Skills include motivational abilities, teamwork with minimal supervision, strong communication, organizational, and interpersonal relationship skills. Excellent leadership, coordination, and information management skills are also essential, along with detailed knowledge of the UN System, NGOs, and international organizations.
