This ICT Officer role is situated within the Country Office (CO) in Bangui, Central African Republic, reporting to the Chief of Mission or Head of Office and directly to the Resources Management Officer.
Job Purpose
The ICT Officer is responsible for supervising and coordinating all Information Technology and Communications (ICT) operations within the IOM Country Office (CO). This involves ensuring the timely and accurate provision of ICT solutions and services to meet operational needs, including emergency situations. The role acts as a key liaison for ICT business relationships and cybersecurity, collaborating with various internal and external stakeholders. The officer will also provide technical support, manage the ICT team, and contribute to the development and implementation of ICT strategies and policies to optimize the CO's operational efficiency and security.
Responsibilities
Supervise and coordinate the ICT Unit's activities, ensuring compliance with IOM ICT policies, standards, and strategy. Liaise with CO management and heads of units to provide timely ICT solutions and services, including emergency support. Serve as the local ICT business relationship and cybersecurity focal point, engaging with IOM programs, donors, UN agencies, NGOs, and vendors. Provide technical support, train the ICT team, and manage incident response. Contribute to ICT documentation, including SOPs, Business Continuity Plans, and Disaster Recovery Plans. Assess service improvements and recommend optimizations for ICT infrastructure. Oversee ICT procurement, ensuring adherence to standards. Guide the Supply Chain Unit on ICT provisions. Act as the first line of cybersecurity defense and incident responder for the CO.
Work Experience
Required experience includes overseeing Microsoft Windows and serverless network environments (LAN/WAN), first-level network/desktop support in a large international organization, and managing ICT functions in a field location, potentially supporting emergency operations. Experience in planning, designing, and maintaining computer information systems, cybersecurity compliance, and Microsoft 365 is also necessary.
Skills
Strong oral and written communication skills, with the ability to effectively communicate with business leaders and non-technical staff. Proficiency in Windows Operating System, Network/Systems administration, TCP/IP, Telecoms, Network Protocols, Cisco devices, VPN, VoIP, MS Office 365, and Antivirus Software. Ability to work independently, demonstrate initiative, and handle confidential data responsibly. Experience in training and collaborating with diverse teams is essential.
