Job Purpose
The Finance Officer is responsible for supporting and coordinating the budgetary and financial functions of the IOM Bangladesh Cox's Bazar Sub-Office. This role involves overseeing financial expenditure, accountability, and monitoring budget control processes. The officer provides technical support to project managers to ensure compliance with IOM policies and donor requirements. Key contributions include accurate financial record-keeping, timely financial reporting, budget preparation, and cash flow forecasting. The position also involves supervising finance unit staff and contributing to procedural improvements and staff training in financial management, ensuring the efficient and compliant use of financial resources.
Responsibilities
The Finance Officer will provide support in monitoring and overseeing financial management and expenditure for all activities within the Sub-Office, ensuring accountability. This includes conducting preliminary financial analysis, monitoring budget control, and implementing internal controls. The role involves providing technical support to project managers for compliance with IOM policies and donor requirements. Responsibilities also include ensuring accurate data entry into the ERP system, maintaining financial records, and assisting with monthly accounting closures and annual budget preparation. The officer will inspect payroll against budgets, coordinate financial reports, and liaise with Headquarters and Regional Offices. Additionally, the role entails supervising finance unit staff, assisting with administrative management functions, forecasting cash flows, and recommending procedural improvements. Support for financial audits and capacity building in finance and accounting are also key duties.
Work Experience
Required experience includes accounting, financial management, and reporting. Experience in preparing financial and management reports, working with international institutions, and conducting internal control assessments or audits is necessary. Previous experience in the region or in emergency operations is advantageous.
Skills
Knowledge of International Public Sector Accounting Standards (IPSAS) is required. Familiarity with IOM/UN accounting systems, software, and procedures is a distinct advantage. Proficiency in MS Office and good computer literacy are essential. Familiarity with financial oversight and public administration is also beneficial.
