Job Purpose
The Supply Chain Officer is responsible for managing and executing all supply chain activities within the Country Office, aligning with Supply Chain Management (SCM) objectives. This involves ensuring the timely and cost-effective procurement and delivery of quality goods and services to beneficiaries. The role requires close collaboration with various stakeholders, including the Regional Office and Headquarters, to maintain efficient operations. The officer contributes to strategic planning, market analysis, and process optimization to address bottlenecks and enhance service delivery, ultimately supporting IOM's mission to provide essential aid and services.
Responsibilities
Contribute to strategic supply chain planning and conduct logistics capacity assessments and market research. Coordinate and monitor all supply chain tasks, including planning, budgeting, and provision of goods and services, while preparing progress reports. Manage supply chain activities such as procurement, warehouse management, transport, distribution, fleet, assets, and facilities. Identify and propose solutions for supply chain bottlenecks to optimize processes and ensure timely delivery. Review procurement requests, evaluate vendor performance, and maintain a pool of qualified vendors. Solicit bids, oversee bidding processes, and ensure conformity to requirements. Liaise with program management to support tendering processes, ensuring fairness and transparency. Ensure timely submission of various reports to relevant IOM departments. Establish and manage internal control mechanisms to safeguard assets and prevent fraud. Support and monitor the maintenance of office facilities. Provide training and guidance to Supply Chain Management staff. Engage in UN inter-agency meetings and forums related to supply chain management.
Work Experience
Experience in managing diverse procurement and logistics operations. Demonstrated experience in training and supervising teams, as well as managing vendors and suppliers.
Skills
Extensive knowledge of IOM/UN internal procurement and financial rules, systems, and processes. Excellent computer literacy. Good knowledge of Oracle is an advantage.
