Organizational Context
The International Organization for Migration (IOM), a UN-related agency, promotes humane and orderly migration. The Joint Programme on Labour Migration Governance for Development and Integration in Africa (JLMP) is a multi-organization initiative aiming to strengthen labour migration governance for sustainable development and regional integration across Africa. This Programme Officer role sits within the ECOWAS region, reporting to multiple supervisors including the IOM Chief of Mission Nigeria.
Job Purpose
The Programme Officer (JLMP/ECOWAS) plays a crucial role in supporting the implementation of the Joint Programme on Labour Migration Governance for Development and Integration in Africa (JLMP) within the ECOWAS region. This position contributes to strengthening the governance and regulation of labour migration and mobility, aligning with the African Union's objectives for enhanced sustainable development, inclusive economic growth, and regional integration. The role involves providing technical support, coordinating activities with regional bodies and member states, and contributing to policy analysis and program development to advance labour migration agendas.
Responsibilities
The Programme Officer will provide technical support for advocacy and coordinate JLMP activities within the ECOWAS region, identifying needs and opportunities to enhance labour mobility. This includes streamlining and implementing JLMP activities in close collaboration with the ECOWAS Secretariat and relevant committees, and supporting the ECOWAS Commission in analyzing and formulating responses related to labour mobility. The role involves participating in expert meetings, raising awareness about the JLMP, and supporting communication, report writing, and resource mobilization efforts. Additionally, the officer will assist in strengthening the ECOWAS migration programme portfolio, advancing the labour migration agenda through capacity building and partnership development, and contributing to policy analysis and program monitoring and evaluation.
Work Experience
Required experience includes project management, implementation, monitoring, evaluation, and reporting. Candidates should also have experience in budget formulation, financial management, administration, and developing partnerships with government, UN agencies, donors, and NGOs. Experience working with Regional Economic Communities (RECs), IOM, ECA, ILO, EU, and social partners on labour migration issues is essential.
Skills
Key skills include conceptual analysis, multicultural adaptability, strong interpersonal relations, familiarity with labour migration frameworks and the JLMP, technical support capacity in labour and employment, report writing, problem-solving, effective oral and written communication in English, and proficiency in office software.
