Job Purpose
The Outreach and Community-Based Protection (CBP) Officer (P-2) in Tripoli, Libya, provides crucial technical and operational support for IOM's community-based programming. This role is essential for implementing, coordinating, and monitoring interventions aimed at enhancing the safety, dignity, and rights of migrants, particularly those on the dangerous Central Mediterranean Route. The officer will contribute to IOM's efforts to address the protection crisis in Libya, which disproportionately affects vulnerable groups, including survivors of gender-based violence, unaccompanied children, and victims of trafficking. By fostering resilience and strengthening institutional mechanisms, the role supports IOM's broader mandate to promote humane migration and provide essential services to people on the move.
Responsibilities
The Outreach and Community-Based Protection (CBP) Officer will assist the Programme Manager in developing and managing community-based interventions, ensuring compliance with donor and IOM requirements. This includes supervising daily activities of outreach and host family teams, providing technical guidance, and ensuring adherence to IOM standards. The role involves coordinating closely with relevant teams to implement community-based protection activities and approaches, fostering a coordinated strategy and contributing to accountability to affected populations. The officer will support the development of CBP and outreach key messages through participatory approaches, maintain effective working relationships with communities and partners, and facilitate integrated approaches to address protection priorities. Responsibilities also include tracking and reporting on community-based protection activities, participating in meetings, and contributing to capacity-building initiatives.
Work Experience
Experience is required in coordinating within the UN system (UNICEF, UNHCR, UNFPA) and with interagency partners, including governments, NGOs, and communities. Experience in organizing and facilitating community-based protection and outreach interventions, developing strategic materials, and using software like KOBO for tracking initiatives is essential. Experience in project management and M&E is an asset. Familiarity with PRIMA and experience in disability inclusion and gender interventions are desirable.
Skills
Key skills include the ability to independently organize work, prioritize tasks under pressure, and coordinate multiple stakeholders. Proficiency in data protection and implementing SOPs for protection information management is advantageous. Knowledge of protection programming in emergency settings, international protection standards (IASC, IOM Global Community-Based Planning Framework), GBV, and Child Protection is required. Demonstrated ability to work across sectors, strong communication skills, efficiency, flexibility, and professionalism are essential. Familiarity with IOM's Accountability to Affected Populations framework and safeguarding policy is preferable.
