Job Purpose
The Project Development and Reporting Officer's primary purpose is to coordinate and facilitate project development, donor, and institutional reporting for IOM Missions in Sri Lanka and the Maldives. This role is crucial for advancing IOM's mandate in migration management and emergency response, ensuring that programmatic interventions are well-designed, adequately funded, and effectively communicated to stakeholders. The officer ensures projects align with regional and country strategies, contributing significantly to effective program design, robust resource mobilization, and transparent reporting on outcomes. By assisting with liaison activities with government counterparts, UN agencies, and other relevant stakeholders, the role strengthens partnerships vital for addressing complex migration challenges and humanitarian needs. This position directly supports the sustainability and impact of IOM's operations, enabling the organization to deliver critical services and ultimately improve living conditions for vulnerable communities across the region.
Responsibilities
The Project Development and Reporting Officer is responsible for contributing to the development of results-based programs, concept notes, and project proposals. This involves providing technical inputs that respond to emerging trends, align with IOM and donor requirements, and ensure compliance with global, regional, and country strategies, including the Strategic Results Framework. The role includes reviewing resource requirements, identifying programmatic needs and opportunities, and supporting the endorsement process for new initiatives. A core duty is to support Project Managers in drafting comprehensive donor reports, ensuring adherence to IOM policies, standards, and internal procedures. The officer actively researches and identifies potential funding opportunities from government and non-government donors, reviews calls for proposals, and collects donor information. This includes drafting donor profiles and guidance notes on priorities, and assisting in developing strategies to expand IOM's donor base, alongside drafting visibility and resource mobilization materials, and organizing donor briefings. Furthermore, the role supports effective working relationships with donor counterparts and project partners, and conducts capacity building and training for staff on program development and reporting. Maintaining accurate and updated records for knowledge management in relevant software applications is also essential.
Work Experience
Required experience includes supporting results-based project development and reporting, technical writing, and editing, preferably within the international development or humanitarian sector. Demonstrated work experience in donor relations and grant management, particularly with donors relevant to IOM's interests, is also essential.
Skills
Good communication, writing, and organizational skills; ability to prepare clear and concise reports. Basic knowledge of monitoring and evaluation concepts. Confirmed experience in donor report writing in humanitarian/development settings. Experience with Results Based Management. Strong analytical and planning skills; capacity to establish working relationships with governmental authorities and institutions. Ability to supervise and train staff, work effectively in multicultural teams, and maintain accuracy under pressure. High sense of confidentiality, initiative, good judgment, and computer literacy, including database applications.
