Call for Interest - Financial Reporting Analyst - Africa Rural Climate Adaptation Finance Mechanism (ARCAFIM)
Organizational Context
The International Fund for Agricultural Development (IFAD) is an international financial institution and a UN specialized agency dedicated to eradicating rural poverty and hunger by investing in rural people. The Financial Operations Department (FOD) supports IFAD's financial strategy and management of resources. The Financial Controller's Division (FCD) provides financial solutions globally, with its Financial Reporting and Corporate Finance function ensuring clean audit opinions, statutory reporting, and protecting IFAD's credit rating. The Africa Rural Climate Adaptation Finance Mechanism (ARCAFIM) is a regional initiative aiming to promote climate adaptation among smallholder farmers and MSMEs through green finance.
Job Purpose
To support the fiduciary administration of the ARCAFIM Programme by assisting with the design and implementation of the risk-sharing mechanism, ensuring compliance with IFAD and donor requirements, preparing financial reports, and liaising with partners.
Responsibilities
Support risk-sharing mechanism design, implementation, tracking, reporting, and accounting entries; ensure transactions are reflected in corporate systems; prepare risk-sharing reports for donors and stakeholders; review EBK's chart of accounts and financial reports for compliance; support EBK in preparing semi-annual and annual financial reports; adjust reports for donor requirements; liaise with PFM and EBK for unaudited and audited reports; prepare sections of semi-annual financial reports on contributions, investment income, interest, fees, reflows, and IFAD costs; prepare disbursement requests and reflow notices; develop and update ARCAFIM Accounting and Operational Manuals; support EC verifications, GCF checks, and auditor/donor inquiries; prepare ad-hoc reports; liaise with POB for management fee monitoring; participate in supervision missions; perform other duties related to climate and environmental finance.
Work Experience
At least two years of progressively relevant international professional experience in financial management (accounting, auditing, finance, economics, financial analysis, business administration, project administration) within rural development programmes. Must have perfect mastery of fiduciary management procedures, including internal control, audit, procurement, fund withdrawal requests, and budget monitoring. Proven experience in reviewing project financial reports. Knowledge of Flexcube, Word, Excel, and PowerPoint. Experience with an international financial institution, audit firm, or global NGO is an asset.
