Organizational Context
The Department of Safeguards operates as the IAEA's global nuclear inspectorate, dedicated to preventing the proliferation of nuclear weapons. It develops and implements safeguards to ensure nuclear material is not diverted for peaceful purposes and that no undeclared nuclear activities exist. The Department comprises inspectors and technical staff who conduct verifications, develop safeguards concepts, and manage safeguards-relevant information.
Job Purpose
The Associate Safeguards Geospatial Analyst plays a crucial role in supporting the Department of Safeguards' mission by managing and analyzing geospatial data. This position is responsible for the collection, processing, integration, and dissemination of both raster and vector geospatial data. The analyst's work directly contributes to the review and assessment of nuclear facilities and infrastructure. Key functions include performing geospatial analysis and contributing to the development and maintenance of essential geospatial data services and applications, thereby enhancing the Department's operational capabilities and analytical outputs in nuclear safeguards.
Responsibilities
The role involves contributing to essential geospatial activities, including the collection and pre-processing of geospatial data, digitizing vector features, and generating site plans. The analyst will produce geospatial and imagery-derived products and services to meet nuclear safeguards requirements. This includes pre-processing satellite imagery, generating SAR interferometric products, and supporting analytical reporting. A strong emphasis is placed on applying quality control procedures to ensure high-quality analytical products and participating in continuous improvement initiatives for data integration and dissemination. The position also requires participation in departmental working groups focused on GIS technologies and the development of integrated analytical products.
Work Experience
A minimum of two years of experience is required in GIS processing and analysis, or in conducting analysis related to the nuclear fuel cycle. Experience with multisensor imagery, including familiarity with panchromatic, multispectral, and radar imagery, is also necessary. Proficiency with ESRI ArcGIS Pro software, ArcGIS Enterprise, and geodatabases is essential.
Skills
Expertise in managing geospatial data within an enterprise geodatabase and utilizing geospatial data services. Proficiency in GIS technologies such as ArcGIS Pro, ArcGIS Server, and ArcGIS Portal, along with geospatial analytical techniques for vector and raster data. Knowledge of Python scripting and familiarity with various GIS/raster file formats (JSON, KMZ, GDB, SQLLITE, TIF, XML, YAML) are required.
