Associate Information Analyst (Open Source)
Organizational Context
The Department of Safeguards serves as the IAEA's global nuclear inspectorate, dedicated to preventing the spread of nuclear weapons. It develops and implements safeguards to ensure nuclear material is used peacefully and that no undeclared activities exist. This role is situated within the Division of Information Management, which focuses on advanced methods for collecting and analyzing safeguards-relevant information.
Job Purpose
The Associate Information Analyst (Open Source) is responsible for utilizing and enhancing open-source research methodologies to gather and assess information pertinent to the nuclear fuel cycles of designated States. The core purpose is to meticulously collect, review, and analyze data from diverse sources to identify any indicators of undeclared nuclear material or activities. Findings are synthesized into analytical reports, providing crucial input for the Department of Safeguards' State Evaluation Groups. This position offers opportunities for skill development in research and analysis, contributing to continuous improvement in information collection and processing, and briefing stakeholders on analytical outcomes.
Responsibilities
The Associate Information Analyst will collaborate with Section staff to collect, review, and analyze information for assigned States, encompassing open-source data, nuclear material accounting, satellite imagery, and environmental sampling. Responsibilities include conducting analyses to detect indications of undeclared nuclear material or activities, and working with colleagues to recommend follow-up actions. The role involves preparing contributions to analytical products and reports, summarizing findings and recommendations for State Evaluation Groups. Further research will be conducted as requested, and new information sources will be identified and evaluated for reliability. Continuous improvement initiatives for open-source information collection and analysis processes will be supported, and findings will be presented in meetings.
Work Experience
A minimum of two years of experience is required in conducting open-source information collection and analysis on technical subjects, or in nuclear research. Experience with information collection, processing, and analysis techniques, including advanced text retrieval and complex databases, is also essential.
Skills
Expertise in using a range of open-source databases and tools, including identifying and evaluating relevant sources. Proven ability to collect and evaluate technical information from open sources. Excellent oral and written command of English. Knowledge of the nuclear fuel cycle and non-proliferation issues is an asset.
