Organizational Context

The Department of Safeguards operates as the IAEA's global nuclear inspectorate, dedicated to preventing the spread of nuclear weapons. Within this department, the Office of Information and Communication Systems (SGIS) is crucial for providing secure ICT services that enable the Safeguards mission. SGIS manages ICT infrastructure, develops solutions, and protects vital information.

Job Purpose

The Director of the Office of Information Technology and Communication Systems (SGIS) reports to the Deputy Director General for Safeguards and holds ultimate responsibility for the operation, maintenance, and advancement of integrated ICT systems, infrastructure, and services. This includes ensuring the security of information and communication across all IAEA locations and devices. The Director provides expert guidance on technical solutions for information integration and security, oversees projects aligned with strategic objectives, and manages the office's staff, budget, and resources effectively.

Responsibilities

The Director leads the SGIS office, overseeing its staff, work program, resources, and assets to ensure efficient and effective delivery of results aligned with the Department of Safeguards' strategic goals. This involves providing strategic direction for the design, development, maintenance, and operation of ICT systems, with a focus on information integration, quality, and security. The Director establishes office policies and procedures, develops enterprise architecture, and promotes alignment between business strategies and ICT initiatives. As a senior management team member, the Director contributes to safeguards policy formulation, strategic planning, and innovative approaches. Responsibilities also include managing staff and financial resources, fostering knowledge growth, and promoting compliance with quality management systems and industry best practices.

Work Experience

A minimum of 15 years of progressive professional experience is required, with at least 10 years in ICT management or business/industry with significant IT contributions, focusing on security, compliance, adaptability, risk, and quality management. Additionally, at least 5 years of senior-level experience in an international organization or multinational company is necessary, demonstrating leadership and financial resource management capabilities.
