Organizational Context
The FAO Procurement Service provides essential advice, guidance, and oversight for all procurement operations and the Letter of Agreement Quality Assurance function. It is responsible for establishing the overall procurement strategy and delivering policy and operational support to ensure goods, works, and services are procured based on Best Value for Money principles. This role is situated within the Procurement Service (CSLP) of the Logistics Services Division (CSL) at FAO headquarters in Rome, Italy.
Job Purpose
The Procurement Officer (Monitoring and Compliance) will focus on ensuring that all procurement activities strictly adhere to FAO's established policies and procedures, reflecting best practices in public procurement. This involves supporting monitoring through detailed report analysis, identifying variances and compliance issues, and formulating recommendations. The role contributes to the development of improved work methods and procedures, assists in creating training materials, and participates in special project teams. Additionally, the officer will draft tender documents, contracts, and purchase orders, review technical and financial offers, and respond to procurement-related queries from staff at headquarters and decentralized offices.
Responsibilities
Key responsibilities include supporting procurement monitoring via report analysis, identifying compliance issues, and recommending corrective actions. The role involves contributing to the enhancement of work methods and procedures, developing training tools and materials, and organizing workshops. The officer will draft tender documents, contracts, and purchase orders, review technical and financial offers, and liaise with stakeholders. A significant part of the role is responding to requests for assistance during the tendering process and approving obligations within delegated authority. The position also supports corporate initiatives related to environmental responsibility, market research, and supplier engagement. Specific functions include assisting in capacity development programs, monitoring procurement training completion, and managing responses to audits to ensure timely implementation of recommendations. The officer will support the procurement monitoring function as a second line of defense and contribute to communication activities within the Procurement Service.
Work Experience
A minimum of three years of relevant experience in procurement-related activities is required with a Master's degree, or five years of experience with a Bachelor's degree and a relevant professional qualification. Experience in more than one work location, particularly in field positions, is beneficial. Demonstrated knowledge of procurement and contract issues, including drafting contractual instruments, is essential. Proficiency in data management and reporting tools like Excel and Power BI is also required.
