Organizational Context

The World Meteorological Organization (WMO) is a specialized agency of the United Nations responsible for promoting international cooperation in meteorology and operational hydrology. This role is within the Procurement and Contract Management Section.

Job Purpose

To plan, develop, and manage all procurement and contractual aspects of projects, ensuring efficient and effective acquisition of goods and services for the organization, while providing advice and support to requisitioning units.

Responsibilities

Plans, develops, and manages complex procurement and contractual aspects for diverse services and commodities worldwide. Supports requisitioning units with procurement issues throughout the procurement cycle. Prepares and manages tender processes and bid evaluations. Formulates strategies and innovative solutions for complex procurement projects. Establishes and maintains work programs and schedules for contracts. Participates in negotiations with suppliers and processes procurement orders. Conducts market research and identifies new technologies and products. Oversees adherence to contractual agreements and advises on contractual rights. Prepares procurement-related documents and issues contracts, agreements, and purchase orders using the WMO Quantum ERP system. Tracks procurement cases against key performance indicators. Contributes to improving procurement procedures and tools. Supports logistics activities related to procurement needs. Participates in evaluating contractor performance. Provides guidance and may supervise junior staff. Carries out other relevant duties as required.

Work Experience

A minimum of five years of progressively responsible experience in procurement, contract management, administration, or a related area. Experience in project procurement, procurement of IT and complex meteorological equipment are assets. Experience with Enterprise Resource Planning (ERP) systems (e.g., Oracle) and e-tendering systems is desirable.

Skills

Excellent coordination, negotiation, and persuasion techniques. Maturity of judgment, sense of responsibility, initiative, and ability to plan, organize, and direct procurement work. Ability to propose solutions to unusual procurement problems. Knowledge of automated procurement systems and Microsoft Office applications. Proven ability to draft documents and reports. Ability to work in a multicultural environment and foster diversity and team spirit.
