Organizational Context

The proposed Green Climate Fund (GCF) Simplified Approval Process (SAP)-CREWS scale up project, with an estimated budget of approximately USD 25 million, seeks to strengthen climate-resilient multi-hazard early warning systems in Jamaica through investments in meteorological, hydrological and climate services, institutional strengthening, digital transformation and capacity development building on the outcomes of the CREWS investment in Jamaica through the CREWS Caribbean regional projects.

Job Purpose

To conduct a gender assessment and develop a gender action plan for the Green Climate Fund (GCF) Simplified Approval Process (SAP)-CREWS scale-up proposal in Jamaica, ensuring gender considerations are integrated into the project design.

Responsibilities

['Conduct a desk review, institutional assessment and stakeholder consultations at national and community levels to assess gender-related opportunities, barriers and priorities relevant to the proposed project.', 'Prepare a Green Climate Fund-compliant Gender Assessment and Gender Action Plan in accordance with the GCF Gender Policy and associated guidance documents.', 'Provide technical recommendations to support the integration of gender considerations into the design of the GCF SAP proposal, in accordance with the GCF Gender Policy.', 'Inception Report.', 'Draft Gender Assessment and Gender Action Plan.', 'Final Gender Assessment and Gender Action Plan.', 'Presentation of the final findings and recommendations.']

Work Experience

A minimum of seven (7) years of progressively responsible professional experience in gender mainstreaming, gender equality, social inclusion, climate change adaptation, disaster risk reduction, resilience, sustainable development, or related fields. Demonstrated experience as lead author or principal contributor in preparing Gender Assessments and Gender Action Plans for Green Climate Fund (GCF) funding proposals. Experience supporting the preparation and development of GCF funding proposals, including the integration of gender considerations into project design, results frameworks and monitoring arrangements. Experience conducting institutional assessments, gender analyses, participatory stakeholder consultations, community engagement processes and facilitation of workshops. Experience working with governments, United Nations organizations, international organizations, development banks or donor-funded climate adaptation and resilience programmes. Experience in climate change adaptation, meteorological and hydrological services, climate services, water resources management, disaster risk reduction or multi-hazard early warning systems would be considered an asset.
