The World Meteorological Organization (WMO) is a specialized agency of the United Nations responsible for promoting international cooperation in meteorology (weather and climate), operational hydrology and the related geophysical sciences. The Procurement and Contract Management Section is responsible for ensuring the efficient and effective procurement of goods and services for the organization.
Job Purpose
To plan, manage, and execute procurement activities for goods and services, ensuring compliance with WMO policies and procedures, and supporting the organization's operational needs.
Responsibilities
['Plan procurement activities for business and project needs, involving the purchase of a variety of general goods and services of different complexity.', 'Review and analyze technical specifications for completeness, accuracy, and competitiveness, identifying potential solutions.', 'Assist staff with procurement policies and procedures, technical specifications, pricing, availability of products/services, and potential substitutes or alternatives to reduce costs.', 'Manage formal and informal tenders and evaluate bids/proposals/quotes for competitiveness, quality, and compliance.', 'Collect and present purchasing data, prepare supporting documentation, and recommend contract or purchase order approval.', 'Authorize purchases within delegated authority and prepare documentation for higher approval when necessary.', 'Support requesting units with logistics operations for timely delivery of goods and services.', 'Conduct market and supplier research.', 'Prepare various procurement-related reports, correspondence, and documents (e.g., purchase orders, contracts, amendments).', 'Prepare procurement spend reports.', 'Act as Secretary of the Procurement Committee on Contracts (PCC), organizing agendas, drafting minutes, and maintaining cases.', 'Serve as a procurement focal point for creating suppliers in the WMO ERP system.', 'Contribute to training and briefings for requesting parties, administrative staff, and assistants on procurement procedures and low-value purchases.', 'Manage the procurement email inbox, directing correspondence appropriately.', 'Act as a focal point for assigned contracts, ensuring proper management and administration.', 'Review supplier performance assessments for assigned contracts.', 'Perform other duties as assigned.']
Work Experience
A minimum of two years of progressively responsible experience in procurement, contract management, and/or data analysis is required. At least one year of experience in report design or Power BI is desirable. Experience in an international organization, NGO, or similar is an asset. Experience with ERP systems (e.g., Oracle) for procurement/supply chain is an advantage.
