Organizational Context
The World Meteorological Organization (WMO) is developing a self-paced e-learning course based on its publication 'Enhancing the Role of National Meteorological and Hydrological Services in Mobilizing Climate Finance at the National Level' (WMO-No. 1365). This course aims to strengthen the capacity of National Meteorological and Hydrological Services (NMHSs) in accessing and mobilizing climate finance, addressing challenges such as limited knowledge of finance mechanisms and insufficient capacity to develop investment-ready proposals. The consultancy is part of WMO's 2026 Climate Finance Event Series and aims to translate technical content into engaging, learner-centered online learning experiences.
Job Purpose
To provide instructional design expertise for the development of a self-paced e-learning course on enhancing the role of NMHSs in mobilizing climate finance. The consultant will translate technical content into engaging, learner-centered online learning experiences, ensuring the course is pedagogically sound, accessible, interactive, and aligned with international e-learning standards and best practices.
Responsibilities
The Consultant will be responsible for reviewing course objectives, target audience, and technical content; developing the instructional design strategy; designing the instructional architecture (module structure, storyboards, navigation, assessments); advising on appropriate instructional methods and multimedia elements; developing the SCORM-compliant e-learning course in an authoring environment; ensuring compliance with SCORM, accessibility, usability, and WMO quality standards; conducting quality assurance testing; and collaborating closely with the content developer and WMO staff throughout the process. Key deliverables include an inception report, instructional storyboards, draft and final SCORM-compliant e-learning courses, and extracted/translated course content.
Work Experience
At least 5 years of experience in instructional design and e-learning course development.
Skills
Proficiency in e-learning authoring tools (e.g., Articulate Storyline, Adobe Captivate, H5P); strong skills in creating engaging visual, audio, and video learning materials; understanding of SCORM and xAPI standards, accessibility guidelines (WCAG 2.1), and responsive e-learning design best practices.
