CONSULTANCY: Supporting the development of operational hydroclimatic monitoring services in Central Africa - SSA-2026-TCU-DPPD-20
Organizational Context
The Central Africa region was severely impacted by major flooding events in 2024, highlighting a significant gap between research and operational institutions in accessing timely hydrological information. The World Meteorological Organization (WMO), in coordination with the Commission Internationale du Bassin du Congo-Oubangui-Sangha (CICOS), has been conducting training on the use of Earth Observation (EO) data for operational hydrometeorological monitoring. This consultancy aims to operationalize hydroclimatic monitoring services through structured analysis and debriefing sessions, and the consolidation of a digital platform, building on EO data and user needs identification, and supporting capacity development of regional specialists.
Job Purpose
To support the development and operationalization of hydroclimatic monitoring services in Central Africa by enhancing regional coordination, capacity development, and the integration of Earth Observation data, thereby improving preparedness and water management.
Responsibilities
1. Develop a detailed program for hydrometeorological and climatic analysis and debriefing sessions based on user needs, in collaboration with CICOS, CAPC-AC, and River Basin Organizations (RBOs). This includes consulting with stakeholders to identify operational needs and proposing procedures for regional hydroclimatic information sharing.
2. Analyze existing data and tools, identify and select relevant satellite-based data and hydrometeorological products, and assess operational gaps within RBOs (CICOS, LCBC, LTA). Propose a plan for a regional hydroclimatic monitoring platform and define indicators and products.
3. Support capacity development and mentoring for regional specialists in developing operational hydroclimatic monitoring services. This involves assisting with the generation of hydroclimatic analysis, establishing cooperation frameworks for training, providing technical coaching, and facilitating exchanges with international partners.
4. Contribute to reporting and provide strategic recommendations for strengthening sustainable operational hydroclimatic services and regional cooperation in Central Africa.
Work Experience
At least 5 years of relevant professional experience in operational hydrology, flood forecasting, hydrometeorological services, or climate services.
Skills
Demonstrated experience in regional coordination and capacity development in Africa; strong knowledge of satellite-based hydrology applications and operational flood forecasting systems; experience working with regional climate centres, river basin organizations, and National Meteorological and Hydrological Services (NMHSs) in Africa; experience in mentoring and technical supervision of experts and operational teams.
