Partnerships Officer, P.3 (Fixed-term - 2 years)
Organizational Context
The Partnerships Officer position is within the Partnerships Section of the Systematic Observations Financing Facility (SOFF) Secretariat. SOFF aims to mobilize resources for climate and development initiatives. The role contributes to the development and implementation of SOFF's Resource Mobilization Strategy, focusing on public sector funders.
Job Purpose
To contribute to the development and implementation of SOFF's Resource Mobilization Strategy, with a primary focus on acquiring, retaining, and stewarding public sector funders, including sovereign donors and other public financing partners. This involves managing donor pipelines, developing funding proposals, and maintaining relationships with a diverse range of funding and strategic partners.
Responsibilities
1. Resource Mobilization Strategy: Contribute to the development, operationalization, and implementation of the SOFF Resource Mobilization Strategy, including annual plans, targets, and donor engagement priorities. Align direct funding streams with the broader strategy and provide analytical inputs for strategic decision-making. Monitor trends in official development assistance, climate finance, and other relevant funding.
2. Donor Acquisition and Pipeline Management: Map, analyze, and prioritize prospective public funders (sovereign donors, development cooperation agencies, climate finance institutions). Identify engagement opportunities with philanthropies. Develop and maintain donor intelligence, prospect profiles, and funding pipelines using CRM systems. Prepare tailored funding proposals and support outreach to advance prospects.
3. Donor Retention and Stewardship: Support the stewardship and retention of existing public funders through regular communication, updates, reporting, and engagement activities. Organize donor meetings and prepare high-quality donor-facing materials. Maintain accurate records of donor interactions in CRM systems.
4. Governance: Prepare resource mobilization inputs for SOFF governance bodies (Steering Committee, Advisory Board). Follow up on governance decisions related to resource mobilization and ensure information provided is accurate and aligned with SOFF priorities. Coordinate resource mobilization plans with funders, founders, and partners.
Work Experience
Minimum of five (5) years of progressively responsible professional experience in resource mobilization, fundraising, partnerships, donor relations, or development finance. Proven track record in mobilizing significant funding from public funders, sovereign donors, development cooperation agencies, or philanthropic organizations. Experience developing and implementing fundraising strategies, donor engagement plans, or resource mobilization campaigns. Demonstrated experience preparing funding proposals, donor briefs, investment cases, or similar fundraising products. Experience working with CRM systems, donor databases, or pipeline management tools. Desirable: Existing professional networks with sovereign donors/philanthropic organizations; experience mobilizing resources for climate, environment, resilience, development, humanitarian, or international cooperation initiatives. Advantage: Experience within the UN system, international financial institutions, multilateral funds, development organizations, or government donor institutions; experience in developing countries.
Skills
Strong analytical skills; capacity to synthesize and present complex financial or strategic information clearly. Knowledge of climate finance and public/private sector engagement mechanisms relevant to development and resilience. Strong drafting, presentation, and interpersonal skills. Proven ability to work collaboratively in multicultural, multi-institutional teams. Ability to establish and maintain effective working relationships with private-sector and philanthropic stakeholders. Proactive attitude and creativity in identifying new engagement opportunities.
