Organizational Context
The World Meteorological Organization (WMO) is a specialized agency of the United Nations responsible for promoting international cooperation in meteorology and operational hydrology. This consultancy supports the WMO's efforts in drought management and early warning systems, particularly in the context of rapid-onset hazards like flash droughts. The work aligns with the Integrated Drought Management Programme (IDMP) and the UN Early Warnings for All (EW4All) initiative.
Job Purpose
To review the current state of scientific understanding of flash droughts, develop guidance for their monitoring, forecasting, early warning, management, and policy applications, and document relevant case studies and good practices. This consultancy aims to enhance preparedness and early action by integrating flash drought considerations into existing drought management frameworks.
Responsibilities
Conduct a comprehensive literature review on flash droughts. Define and characterize flash droughts, identifying key drivers and differences from conventional droughts. Evaluate compound and cascading effects and impacts of flash droughts. Provide guidance on monitoring, forecasting, policy, and sector-specific applications related to flash droughts. Formulate actionable recommendations for operational agencies, policymakers, and humanitarian partners. Document case studies on flash drought monitoring, forecasting, early warning, and response. Deliverables include a draft and final version of a flash drought knowledge product with case studies.
Work Experience
Minimum of 10 years of professional experience in drought management or related environmental fields, with proven knowledge and experience on flash droughts, rapid-onset extremes or climate extremes. Experience in drought monitoring, forecasting, and early warning systems. Proven track record in developing technical reports, guidance documents, or knowledge products for operational agencies, policymakers, or international organizations.
Skills
Strong understanding of policy implications of drought management and adaptation strategies for dynamic frameworks. Excellent written and verbal communication skills.
