Director, D-2 (Fixed-term - 3 years)
Organizational Context
The Group on Earth Observations (GEO) Secretariat is responsible for facilitating and supporting the activities of GEO, an international initiative that connects governments and technical organizations to address global environmental and development challenges through Earth observations. The Director leads, facilitates, and supports these activities under the direction of the GEO Executive Committee and is accountable to the WMO Secretary-General for administrative matters.
Job Purpose
To lead, facilitate, and support the activities of the Group on Earth Observations (GEO) Secretariat, ensuring the effective implementation of GEO's strategies and policies, managing operations, and engaging with a wide range of stakeholders to advance the value and application of Earth observations globally.
Responsibilities
Provide high-level strategic input on GEO's overall strategies and policies; develop and execute annual Operating Plans aligned with GEO's strategies, including key performance indicators and budgets; advance the implementation of GEO's strategy by working with relevant bodies; develop and execute annual GEO Secretariat operating budget and oversee Trust Fund resources; manage human resources of the Secretariat, fostering an inclusive work environment; guide and oversee all Secretariat activities and assure compliance with WMO rules; develop and execute GEO engagement strategy and communication activities; act as an internationally recognized champion and advocate for Earth observations; maintain a solid understanding of the GEO community's priorities and capacities; engage in resource mobilization to secure funds and resources; represent GEO at international fora; share lessons learned among stakeholders.
Work Experience
A minimum of 15 years of professional experience in leading complex, data-intensive scientific or environmental initiatives, combining Earth Observations experiences (programmatic, engineering, or scientific) including the development of practical applications. A minimum of 10 years of experience in organizational management at a senior or executive level, including financial and human resources management, team leadership, and strategy formulation/execution. Management experience in an international organization is an asset. Proven experience with successfully engaging a wide range of stakeholders and facilitating cross-border collaboration. Demonstrated experience with resource mobilization and leveraging multiple stakeholder partnerships is desirable.

Managerial-level proficiency in Communication & Influence, Collaboration & Team Dynamics, Inclusive Mindset & Cultural Awareness, Decision Making & Problem Solving, Integrity & Accountability, Innovation & Digital Agility, and Stakeholder Understanding & Engagement.
