Organizational Context
The Directorate General of Meteorology (DGM), as the National Meteorological and Hydrological Service, plays a central role in the production of climatological data, products, and services in Madagascar. However, the growing demand for sector-specific and user-oriented climatological information requires a structured framework for inter-institutional coordination and producer-user dialogue. Madagascar established a National Framework for Climate Services (NFCS) in 2015, with an initial action plan. An update is necessary to enhance its effectiveness and to operationally integrate sectors targeted by the Hydromet Madagascar project, namely: agriculture, health, water, tourism, fisheries, energy, and Disaster Risk Management (DRM). In this context, establishing an NFCS, in line with the orientations of the World Meteorological Organization (WMO), the Global Framework for Climate Services (GFCS), and the priorities of technical and financial partners (SOFF, EW4All, Hydromet/IOC, CLIMSA/EU, World Bank, JICA initiatives, etc.), aims to strengthen the coherence, effectiveness, and sustainability of climate services at the national level.
Job Purpose
To establish, under the leadership of the Directorate General of Meteorology, a National Framework for Climate Services (NFCS) in Madagascar to coordinate, strengthen, and sustain the production, dissemination, and use of climate services for sustainable development, climate resilience, and disaster risk reduction, in alignment with the requirements of technical and financial partners.
Responsibilities
Under the supervision of the Directorate General of Meteorology (DGM) and WMO, as the lead institution, and in coordination with relevant sectoral ministries and technical and financial partners, the consultant or team of consultants will carry out the following tasks, in accordance with the official stages of NFCS development as outlined in the WMO guide: Stage 1: Assess the current state of climate services. - Capitalize on recent studies and analyses by CREWS and ClimSA. - Review and improve the institutional, technical, and regulatory diagnosis of existing climate services in Madagascar. - Evaluate the implementation of the 2015 NFCS and its action plan (achievements, constraints, gaps). - Map stakeholders involved in the production, coordination, and use of climate services, including their respective mandates. - Examine existing capacities (observation networks, climate databases, information systems, human resources, dissemination and quality assurance mechanisms, financial resources) in line with WMO standards and recommendations. - Conduct a Strategic Environmental and Social Assessment (SESA) in accordance with the HYDROMET guide. Stage 2: Organize a national stakeholder consultation workshop on climate services. - Prepare technical documents for the national consultation. - Organize and facilitate a national consultation workshop with key stakeholders, including sectors targeted by Hydromet Madagascar. - Collect, structure, and analyze participant contributions to identify sectoral priorities and expectations. - Prepare an official report of the consultation workshop with strategic recommendations. Stage 3: Define the NFCS document and its action plan, ensuring alignment with meteorological legislation. - Develop an NFCS action plan aligned with the WMO guide, GFCS, and national development and climate adaptation priorities. - Define the vision, strategic objectives, intervention areas, and governance and coordination mechanisms under DGM leadership. - Develop a multi-year action plan detailing priority activities, institutional responsibilities, performance indicators, implementation timeline, and estimated budget. - Identify synergies and funding opportunities with technical and financial partners. - Develop a Stakeholder Engagement and Participation Plan (SEPP) aligned with the HYDROMET Manual. Stage 4: Support the approval of the NFCS document and its action plan. - Organize a technical and institutional validation workshop or session. - Integrate feedback and recommendations from the validation process. - Finalize documents for official approval by competent national authorities. Stage 5: Support high-level buy-in and official validation of the NFCS by demonstrating expected socioeconomic benefits. - Define a methodology for evaluating the socioeconomic benefits of the NFCS and its action plan. - Evaluate socioeconomic impacts and conduct cost-benefit analyses of priority actions. - Prepare advocacy and decision-making materials (strategic note, investment case, presentations). Stage 6: Support the organization of the NFCS launch workshop. - Develop the workshop agenda. - Establish a list of participants. - Support the preparation of the workshop report.
Work Experience
At least 10 years of proven experience in the development of climate services, institutional frameworks, or climate-related public policies. Proven experience in missions funded by technical and financial partners (World Bank, UNDP, GCF, or similar). Good knowledge of WMO frameworks and standards, GFCS, and relevant international initiatives (SOFF, EW4All). Experience working with national meteorological services and public institutions.
Skills
Excellent institutional and strategic analysis capabilities. Strong facilitation skills for multi-stakeholder processes. Excellent writing and synthesis skills in French. Proficiency in English is an asset.
