CONSULTANCY: Documenting and disseminating countries' experiences in flood impact-based forecasting systems and warnings.
Organizational Context
The World Meteorological Organization (WMO) is a specialized agency of the United Nations responsible for promoting international cooperation in meteorology and operational hydrology. This consultancy focuses on improving hydrometeorological forecasting and early warning systems, particularly in West and Central Africa, to reduce the impact of hydrometeorological hazards.
Job Purpose
To document and disseminate countries' experiences in Impact-Based Forecasting and Warning Services (IBFWS), focusing on methods, products, and related processes used as support for early warning services. The role will also support the WMO Flood Forecasting and Warning Community of Practice (CoP) and the WMO expert team on Multi-Hazard Early Warning and Service Delivery Technical Guidance.
Responsibilities
Consolidate case studies and experiences on IBFWS for hydro-meteorological hazards, including describing principles, identifying and describing countries with advanced IBFWS approaches, and documenting national structures and operational processes. Disseminate experiences and recommendations by engaging with national services, developing webinar interview scripts, moderating interviews, consolidating outcomes, formulating practical recommendations, and identifying twining strategies. Prototype IBFWS information on the CoP website by designing topics, proposing content structure, and using illustrative examples. Activities will consider WMO manuals and guidance. Deliverables include an initial report, a progress report, and a final report. Planned travels include 2 trips for workshops and dissemination.
Work Experience
At least fifteen (15) years of relevant professional experience in hydrometeorological and flood forecasting, early warning systems, institutional coordination, or disaster risk reduction at the community level in developing countries.
Skills
Direct experience with national meteorological and hydrological institutions, Disaster risk reduction agencies, and UN agencies is highly desirable.
