Human Resources Officer, P.3 (Fixed-term - 1 year)
Organizational Context
The World Meteorological Organization (WMO) is a specialized agency of the United Nations dedicated to meteorology (weather and climate), operational hydrology and the associated geophysical sciences. This role supports the Human Resources Section.
Job Purpose
To manage the administrative assignment life cycle of fixed-term staff, including on-boarding, benefits and entitlements, payroll coordination, and separation. The role ensures accurate application of policies and procedures, contributes to HR data management and system integrity, and supports host country protocol matters.
Responsibilities
Manage the entire administrative assignment life cycle of staff on fixed term positions (RB and XB posts), including JPOs and secondees. This includes post management, on-boarding, benefits and entitlements management, and separation administration. Key duties involve preparing briefing materials, conducting induction sessions, setting up new staff in the Quantum ERP platform, acting as a focal point for staff inquiries on employment conditions and benefits, processing benefit and entitlement requests, identifying and resolving exceptional cases, guiding and training General Service staff, coordinating with the Finance Section for payroll, acting as a quality assurance focal point for benefits and entitlements, serving as the main focal point for HR-related data issues and preparing data for stakeholders, developing HR dashboards, serving as the main focal point for HR-related host-country protocol matters, supervising GS staff for protocol matters, acting as the UNSMIS focal point, acting as HR Coordination Officer in Quantum HR Core and Payroll systems, identifying and resolving HR-related issues in the Quantum ERP platform, contributing to the development and review of HR policies, working with managers and staff to strengthen understanding of HR functions and systems, assisting in research and drafting of policy papers, and carrying out other relevant duties.
Work Experience
A minimum of five years of professional experience in human resources, particularly in benefits and entitlements, HR protocol matters, and general administration, preferably within the UN system. Experience guiding support staff. Thorough knowledge of UN Staff Regulations and Rules and HR policies and practices of the UN common system. Experience working with Oracle Cloud ERP system.
Skills
Knowledge of human resources policies, practices, and procedures. Ability to identify issues, analyze, and formulate opinions. Ability to defend and explain difficult issues. Excellent writing skills for reports and documents. Excellent knowledge of Microsoft Office 365. Excellent communication, organizational, and interpersonal skills.
