Organizational Context
The position is located in Apia, Samoa within the Representative Office for the South-West Pacific (RO-SWP) of the Regional Office for Asia and the South-West Pacific/Regional Coordination Office (RAP/RCO). The Associate Project Officer will work closely with the Project Officer to deliver WMO projects for the South-West Pacific Region and will report to the Representative for the South-West Pacific and coordinate with the Project Development and Management Unit (PDMU) in the Development Partnerships and Programme Delivery Division (DPPD). The focus of this position is to support the management and implementation of the assigned projects and development of new initiatives in Region V (South-West Pacific).
Job Purpose
To contribute to the planning and delivery of WMO projects in Regional V (South-West Pacific), ensuring projects are delivered in accordance with project documents, to the required standard of quality, and within specified constraints of time and cost. This includes supporting day-to-day implementation, monitoring progress, managing budgets, tracking risks, communicating with stakeholders, and preparing project documentation.
Responsibilities
Support the day-to-day implementation of project activities and monitor progress against workplans and budget. Review project components, develop project budgets and timelines, and assess delivery issues. Track and manage project expenditures in accordance with WMO rules and procedures. Monitor project risks, identify emerging risks, and propose mitigation measures. Maintain communication with project implementing partners and key stakeholders. Support the preparation, processing, and tracking of contracts. Provide technical and administrative inputs for project concept notes, proposals, and donor reports. Maintain accurate data for project monitoring and evaluation. Support administration for travel, events, and meetings. Prepare reports and documents and ensure compliance with contractual obligations. Support the building of synergies with other WMO and UN agencies projects. Participate in project-related meetings and events. Support the preparation of documentation for the WMO Project Management Board and Steering Committee Meetings. Carry out other relevant duties as required.
Work Experience
A minimum of two years of progressively responsible experience in project or programme management at national, regional, or international levels. Experience in the administration and oversight of financial resources, including project budget planning and reporting. Experience in project development and a good understanding of the processes and requirements of key international donors (e.g., CREWS, AF, GCF).
Skills
Understanding of challenges in project development and implementation in LDCs, SIDS, and Developing Countries. Strong analytical, organizational, and problem-solving skills. Excellent communication and facilitation skills with diverse stakeholders. Ability to work in a multicultural environment and foster diversity, team spirit, and collaboration. Proficiency in competencies such as communication and influence, collaboration and team dynamics, inclusive mindset and cultural awareness, decision making and problem solving, integrity and accountability, innovation and digital agility, and stakeholders understanding and engagement.
