Organizational Context
The Directorate General of Meteorology of Madagascar (DGM), under the Ministry of Transport and Meteorology, is responsible for the production, management, and provision of meteorological, climatological, and hydrometeorological services nationwide. The DGM plays a crucial role in protecting lives and property, supporting key socio-economic sectors, and strengthening national capacities for disaster risk reduction and climate resilience. However, its current institutional organization limits its capacity to meet growing demands, particularly in resource management, operational flexibility, and long-term financial sustainability. The DGM aims to be recognized as the national authority for meteorology, hydrology, and climate, and to evolve into an agency with greater institutional autonomy and more efficient operations. This enhanced status is expected to boost the DGM's institutional credibility and attractiveness for investments, facilitate resource mobilization, foster strategic partnerships, and support innovative financing mechanisms.
Job Purpose
To obtain official recognition for the DGM as the national authority for meteorology, hydrology, and climate; integrate and update the National Framework for Climate Services (NFCS) as an operational pillar; consider the strategic plan, NFCS, and the 'Early Warnings for All' initiative; and establish the necessary documentation for its transformation to gain greater institutional autonomy, thereby improving operational efficiency, financial sustainability, and the capacity to mobilize resources and strategic partnerships.
Responsibilities
['Develop and propose institutional mechanisms to implement a decree establishing the DGM as the national authority for meteorology, hydrology, and climate, aiming to strengthen the national system and reactivate the National Framework for Climate Services (NFCS) of Madagascar.', 'Conduct working sessions with relevant ministries (Transport and Meteorology, Finance and Economy, Public Service) to discuss and implement changes implied by the operational decree.', 'Propose a clear and coherent legislative and institutional framework defining relationships between the DGM and national stakeholders (sectoral ministries, disaster risk management authorities, water and environment agencies, research institutions, service users), based on clarifying mandates, coordination mechanisms, and information ownership/exchange responsibilities.', 'Assess the extent to which existing institutional and legislative frameworks integrate gender equality principles and identify gaps.', 'Develop recommendations to promote gender-sensitive policies, governance structures, and service delivery mechanisms.', 'Conduct structured consultations with stakeholders to validate proposed legal, institutional, and sectoral policy reforms, ensuring alignment with national development priorities, sectoral strategies, and public sector reform programs.', 'Advance the development and approval of a law on meteorology, climatology, and hydrology by organizing and facilitating review and validation workshops with key stakeholders, technical institutions, and relevant ministries.']
Work Experience
At least 10 years of experience and a good understanding of institutional strengthening, the functioning of public institutions, and the legal, legislative, and regulatory framework in Madagascar. High level of knowledge and understanding of national meteorological and hydrological services in the region. Experience in integrating environmental and social protection (ESP) measures into legal frameworks is an asset. Experience working with national meteorological services and public institutions.
