Organizational Context
The Project Development and Management Unit (PDMU), in close collaboration with the Technical Coordination Unit (TCU), ensures the efficient management and implementation of the WMO project portfolio to address the needs of Member countries. The incumbent of this position will be responsible for managing projects and contribute to the implementation of other projects in close collaboration with a Project Officer to ensure proper delivery of WMO projects across different sub-regions. The incumbent will report to the Head of Project Development and Management Unit (PDMU) in the Development Partnerships and Programme Delivery Division (DPPD).
Job Purpose
To contribute to the management, planning and delivery of WMO projects globally, with a particular focus on Regional I (Africa) and RA IV (North America and the Caribbean), supporting and leading project management to ensure deliverables are met according to project documents, tailored to Members' needs, and within specified quality, time, and cost constraints.
Responsibilities
- Support the day-to-day implementation of project activities, ensuring the mobilization of expertise (partners, consultants, experts). - Monitor project workplans, assessing how implementation can best achieve deliverables within time and cost constraints. - Support the development of project budgets and timelines, assess delivery issues, and coordinate with national and regional counterparts. - Track and manage project expenditures in accordance with budgets and WMO rules, ensuring transparency and timely fulfillment of targets. - Track and manage project risks, identify emerging risks, address delays, and propose mitigation measures. - Maintain regular communication with project implementing partners and key stakeholders. - Contribute to the review and preparation of project reports and documents, ensuring compliance with contractual obligations. - Support the building of synergies and complementarities with other WMO and UN agency projects. - Maintain accurate data and information for project monitoring, evaluation, and knowledge dissemination. - Participate in meetings and events related to projects. - Lead the project management of CREWS SWIO and Technical Assistance to Indian Ocean Commission (IOC). - Carry out other relevant duties as required.
Work Experience
A minimum of two years of progressively responsible experience in project or programme management at national, regional, or international levels. Experience in mobilizing expertise for project implementation, coordinating capacity building and training, and managing project budgets, financial monitoring, and reporting.
Skills
Understanding of project development and implementation challenges in LDCs, SIDS, and Developing Countries. Strong analytical, organizational, and problem-solving skills. Excellent communication and facilitation skills with diverse stakeholders. Ability to work in a multicultural environment and foster teamwork. Proficiency in competencies such as Communication and influence, Collaboration and team dynamics, Inclusive mindset and cultural awareness, Decision making and problem solving, Integrity and accountability, Innovation and digital agility, and Stakeholders understanding and engagement.
