Legal Counsellor
Organizational Context
The Copyright Law Division, within WIPO's Copyright and Creative Industries Sector, implements the Organization's goal for the balanced evolution of international intellectual property norms in copyright and related rights. It assists Member States in adhering to and updating national legislation, and serves as the secretariat for the Standing Committee on Copyright and Related Rights.
Job Purpose
The incumbent coordinates the Division's efforts to provide authoritative advice and legislative, regulatory, and policy assistance to Member States, focusing on the implementation of WIPO's copyright and related rights treaties. Under the Director's guidance, they supervise and review the work of lawyers assisting Member States in developing balanced legal frameworks. This role also involves coordinating lawyers supporting treaty adherence and contributing to the Secretariat's substantive work by providing copyright legal, regulatory, and policy advice within cross-sectoral teams.
Responsibilities
Draft or comment on legal texts, provide legal opinions, and advise Member States on copyright and related rights legislation, policy documents, and treaty implementation. Conduct and supervise research on national copyright needs. Develop and lead projects on new legal strategies in copyright. Draft guides, opinions, and publications. Supervise and guide junior staff and consultants in delivering legislative advice. Maintain contact with national authorities and partner institutions. Coordinate legislative advice activities with other WIPO Sectors. Organize and participate in training, seminars, and workshops, delivering presentations. Prepare work plans, reports, and evaluations.
Work Experience
At least seven years of relevant professional legal experience in intellectual property, with specific expertise in copyright and related rights. Experience in drafting legislative, regulatory, and policy advice is essential. Experience in developing countries, multilateral organizations, and project management is desirable.
Skills
Knowledge of project management. Ability to analyze legal questions and draft legal texts. Sound knowledge of copyright law and WIPO treaties. Research and presentation skills. Team leadership, time management, and work organization. Excellent communication and interpersonal skills. Proficiency in digital tools and collaboration platforms. Strong attention to detail. Legislative drafting skills are desirable.
