Organizational Context
The Legislative, Policy and Technology Advice Section (LPAS) within WIPO's Patents and Technology Sector provides legislative and policy assistance to Member States. Its core function is to support the development and implementation of balanced intellectual property frameworks, particularly in the areas of patents, utility models, and trade secrets, ensuring alignment with international norms.
Job Purpose
This role aims to enhance Member States' capacity to establish effective, balanced, and innovation-supportive intellectual property frameworks. It achieves this by delivering high-quality legislative and policy advice concerning patents, utility models, trade secrets, and integrated circuit layout designs. Through expert legal analysis, direct legislative assistance, outreach initiatives, and capacity-building programs, the position ensures Member States receive practical and reliable guidance for informed policy-making and the development of robust IP systems, fostering a conducive environment for innovation.
Responsibilities
The incumbent will review and advise on legislative provisions and policy documents submitted by Member States, and draft such documents upon request, focusing on patents, utility models, trade secrets, and integrated circuit layout designs. This includes conducting comprehensive legal and comparative research on patent law topics, preparing advisory papers, and developing legislative drafting aids. The role also involves contributing to the improvement of legislative assistance methodologies and tools. Furthermore, the incumbent will promote legislative assistance services by engaging with Member States, identifying support opportunities, and conducting consultations, seminars, and workshops. A customer-focused approach is essential, requiring responsiveness to Member States' evolving needs and proactive issue resolution.
Work Experience
At least six years of relevant professional experience in patent law is required, including policy design, law-making, legislative drafting, prosecution, litigation, or transactional work. Experience in trade law, treaty law, or emerging IP policy topics is desirable.
Skills
Essential skills include the ability to draft complex legal texts, conduct independent legal research, and excellent analytical capabilities. Proficiency in patent law, international treaties, and communicating complex legal matters to diverse audiences is crucial. Strong time management, organizational, communication, and interpersonal skills are necessary for effective partnerships in a multicultural environment. Familiarity with digital tools and AI applications is also required.
