Organizational Context
The Accounts Payable Unit, within WIPO's Finance Division, manages financial accounting, reporting, and treasury. This role supports the Organization's financial processes, ensuring compliance with policies and procedures. The Finance Division is responsible for cash management, financial reporting, and coordinating financial control activities.
Job Purpose
The Senior Finance Clerk performs complex financial support functions for the Accounts Payable Unit, contributing to the control and maintenance of accounts for financial, statistical, and reconciliation purposes. This involves processing intricate transactions, including initiation and approvals for accounts payable activities. The incumbent will utilize and provide guidance on WIPO's financial systems, ensuring efficient, transparent, and controlled financial operations. This role is crucial for maintaining accurate financial records and supporting the overall financial health of the Organization.
Responsibilities
Analyze, verify, and process financial data and correspondence, ensuring compliance with regulations and anti-fraud policies. Process and verify payments and vouchers for commercial invoicing, including associated account postings and reconciliations. Manage staff and non-staff travel advances and claim settlements, ensuring adherence to travel policies and financial regulations. Update and suggest enhancements for financial systems and databases related to accounts payable. Maintain accounting records, compile financial data, and monitor/reconcile accounts like general ledger and suspense accounts. Identify and resolve data entry or accounting operation issues, collaborating with IT staff. Respond to client queries, draft correspondence, and provide explanations on financial rules and regulations. Offer guidance on procedures and assist in establishing internal control procedures.
Work Experience
A minimum of five years of accounting or finance-related work experience is essential, including experience with an ERP system. Experience within the UN common system or an international organization, and specifically with Oracle Fusion, is desirable.
Skills
Proficiency in accounting and financial principles, procedures, and systems is essential. Key skills include accuracy, attention to detail, ability to prioritize, work independently and in teams, and meet deadlines. Competence in Microsoft Office Suite and database management is required. Strong communication and interpersonal skills are necessary for client interaction and problem resolution.
